Boris Yeltsin Presidential Library branches will be created in the RF regions

Boris Yeltsin Presidential Library branches will be created in the RF regions, - reported the Library Director General Alexander Vershinin at a meeting of the Council under the RF President authorized representative in the Far Eastern Federal District.

He underlined that today the Presidential Library disposes of the most modern systems in Russia for digital information preservation; its objective is to retrieve the information from different sources and make it available to every Russian citizen so that the population could benefit from the diversity of knowledge accumulated in our country.

Another objective is to provide the information on the Russian statehood. At the present there is being created the Library branch network in various Russian regions. Magadan region governor N. Dudov has told about an interesting experience. In his region a branch is to open soon and by the end of the year the locals will be able to access the Presidential Library holdings.

V. Ishayev, the RF President authorized representative in the Far Eastern Federal District said:

- We obtain the opportunity to use the database of the Boris Yeltsin Presidential Library while the Library in its turn gets access to our holdings. Of course, the most important thing is to covert the base into digital format. If we solve these problems, all the Russians will benefit from it. I think that the direction has understood all the significance of the issue. There has always been a shortage of means allocated for culture, but there are some federal development programs and we will do our best to be included.

Presidential Library celebrates its first birthday anniversary

On May 27 together with St. Petersburg residents, who celebrate the Day of the City, all librarians of Russia celebrate their professional holiday. It was on this very day that a year ago the Boris Yeltsin Presidential Library was grandly opened in the historical building of Synod. The ceremony, which was opened by the President of the Russian Federation Dmitry A. Medvedev, brought together senior state officials, His Holiness Patriarch Kirill of Moscow and All Russia, representatives of the public and journalists. We asked Yelena D. Zhabko, Presidential library’s Deputy Director General, Doctor of Pedagogics, to outline the results of the first year’s work of this remarkable library institution.

The Presidential library — is a national repository of primary sources converted into electronic format. The library’s holdings include books, photo albums, maps, archival documents on the history of Russia, many of them being earlier out of reach for the most people of Russia. The first year of the library’s work was marked by such important events, like donation by the VTB Bank a collection of rare books and priceless editions covering the time of 16th c. — first half of the 20th c., as well as meetings of the EurAsEC Interstate Council and the Supreme Body of the Customs Union of Russia, Belarus and Kazakhstan, which took place in December 2009. Yelena Zhabko however stressed that the most important event was the library’s opening for regular visits on September 1 2009.

Among patrons of the Electronic Reading Room are Candidates and Doctors of Sciences, graduates and students as well as senior pupils and other groups of people, who take interest to the history of Russia, theory and practice of the Russian statehood in educational purposes. Library has all the facilities enabling to render services to a large number of patrons. Sixty people can simultaneously work at the Electronic Reading Room. Each working seat provides latest computer equipment, which enables patrons to view electronic documents in 2D and 3D formats.

Internet users may also browse Presidential library’s collections online countrywide. Its official website (www.prlib.ru) offers free simultaneous multi-user access (up to 10 000 users) to 25% of library’s materials.

The website provides access to 10 000 full-text documents. What is more the number of documents available online is constantly increasing. Today the total number of documents on the library’s website amounts to about 42 000 items. The library’s website also familiarizes users with the news, and the “Day in History” section with reference to materials from the holdings of the Presidential Library.

It is quite easy to become a reader of the Presidential library. For the familiarization visit a person needs to have a passport and fill in the reader’s form. In this case the visitor gets a demonstration library card, which is meant for getting acquaintance with the Presidential Library’s resources within one day. Every Russian Federation citizen who reached the age of 18 and has a permanent or a temporary residence in St. Petersburg or Leningrad oblast can become a regular patron of the Presidential Library. To receive a regular nominal library card a person should submit a written application from work or an educational institution. Unemployed persons may submit personal written application. Samples of applications and reader’s form are available on the Presidential library’s website.

When speaking about the Synod historical building which houses the Presidential library Yelena Dmitrievna stressed: “The Synod historical building is a solid foundation that helps to implement the fundamental goals of acquisition and providing open access to resources on history, theory and practice of the Russian statehood, Russian language as a state language of the Russian Federation”.

In respect of the Russian Orthodox Church Yelena Dmitrievma highlighted that “already three session of the Holy Synod have been held at the Library since its opening”.

The Presidential Library represents a considerable number of documents related to the Orthodox Church. A case in point, if you type a key word “orthodoxy”, you will get about 850 references to relevant documents. It’s up to the user to choose. For instance, the report of the bishop Andrei (Ukhtomsky) at the 4th missionary congress in Kiev entitled “On the normal state of orthodoxy in the orthodox Russian state”, issued in 1908. Whereas the searched “Synod” word will deliver 87 results.

“At the same time we look forward for expanding these sources both via the holdings of orthodox libraries and archives, and with a support of other confessions, who made contribution to foundation and development of the Russian statehood”, - concluded Yelena D. Zhabko.

New technologies will be introduced in school libraries

In order to get familiar with the technologies the librarians from the entire North-West of Russia came today to St.-Petersburg: the building of Senate and Synod is housing a professional conference. However the broadband Internet and other technical innovations is not the most vital thing for these libraries. Today they are in shortage of the very basic things: the libraries holdings are worn out to a critical point.

Tatyana Zhukova, the President of the School Library Association:

The critical state of the school libraries could lead to an irretrievable loss. Instead of writing off ‘The war and peace’ issued in 1958 our librarians are copying it, not sure that the library would receive a new edition. Thus it is the primary issue”.

The second essential requirement addressed to the authorities is to raise the salary of librarians. Today they are given the same status as technical staff and are earning much less than teachers. For all that the majority of them has the higher education and should therefore be ranked among the teachers.

An open exchange of books

February 8, 2010 Newspaper "Metro"

The realm of digital environment in the Presidential Library

A correspondent of ‘Metro’ newspaper became a reader of the Boris Yeltsin Presidential Library six months after the opening of the most technological book depository of Russia.

Whom do you expect to see in the Presidential Library? A graduate sweating over his thesis? An old female guide digging for grains of knowledge in the archives? Yes, there are such visitors here. Even schoolchildren are joining the library.

However one of the first reader advised by a librarian on a Thursday afternoon (one of the working days) is a civil engineer Ravshan Baimurzayev. It is quite recently that Ravshan got an opportunity to think and read to his heart’s content: he quit his job. Among the readers there is Asad Masafumi, a young historian from a Japanese University of Hokkaido who came to Russia two weeks ago for working on his thesis. In other libraries one is obliged to wait 2-3 days, explains Asad, and here you have the direct access. But the most capacious appraisal to the project was given by Yuri Vasiliev, an economist:

‘Working with archives is far from fun. Moreover after a long storage the books are housed with mites. Some people do not feel them but I do. So when I found the opportunity to work with an old book avoiding allergy and dusty hands I got very excited’.

The environment is quite different from traditional stereotypes of a reading room. There are no physical books here – everything is kept in electronic version. A visitor is seated in front of a PC and viewing the needed pages using a special software.

Though not all of the patrons come ‘by foot’: there is a remote access to the library holdings. 9000 books and archive documents are available to users via the library external portal. But it is just a top of an iceberg. The internal portal of the library contains over 42 000 documents. And these are not at all highly tailored archival materials interesting only for scholars.

A lot of people will find something of interest, believe the representatives of the Presidential library: teachers – there is a particular division of old textbooks, legal scholars, geographers and many others. Every science has its own history and this is the place where one can find out about it.

‘Last week the filmmakers came to our library. They are going to make a film on Decembrists, - said Lyudmila Savelieva, the Head of Readers’ service Department. – There a lot of students coming including the foreign ones.

The remote access to all the materials is the forthcoming stage. Today the library is developing a technology which could be applied when the amendments to the Law ‘On electronic digital signature’ will be adopted. It is expected to be done in spring so in the beginning of the following school year the readers will obtain carriers with the individual digital signature. Any Russian having access to Internet will be able to access all the holdings of the Presidential Library. And there will be no need to go to St.-Petersburg to get a Reader’s ticket. One would send an application form by post and pay for a flash-card at a post office (it is expected that its price will be affordable). Meanwhile the library continues to complete its holdings.

The Presidential library mounts an exhibition of besieged Leningrad’s books, to mark 66th anniversary of city’s liberation from siege

The Boris Yeltsin Presidential Library in St. – Petersburg is celebrating the 66th anniversary of the city’s liberation from the siege and launches an exhibition of books, which came out in the besieged Leningrad.

The exhibition is enabled by the Museum-library “Books of the besieged city”. Among the exhibition’s displays is the book titled “Leningrad”, which came out in 1943 in commemoration of 240th anniversary of the city on Neva and over 150 other exhibits. They are household articles in times of Leningrad Blockade: toys and Christmas tree decorations, gramophones and records, notes from private diaries, posters, newspapers, and an extensive collection of books. During the whole Leningrad Blockade there were 7 printing establishments and 23 libraries in the city. Over 1700 books whose circulation totaled 3 mil. copies had come out in the besieged city. Books represented at the exhibition cover a diverse spectrum of topics. The besieged city published books for children, fiction and popular science literature. Collected war poems, songbooks, monographs, dedicated to cultural workers and military leaders, encouraged people of the besieged city. Severe times of the siege are portrayed in the exhibition’s “guides of survival”, for instance, a booklet with recipe on how to cook soup from birch bark.

The Presidential library’s exhibition brought together residents of the besieged city, owners of exhibits, foreign diplomatic representation and representatives of the younger generation - cadets of the Kronstadt Military Cadet college, students and senior pupils of St. – Petersburg educational establishments. The reprint of the “Red star” newspaper’s issue from January, 28 1944, which had come out with a subheading: “Leningrad completely liberated from the enemy’s siege”, was produced in the Presidential Library’s printing office and presented to the survivors of siege, who attended the opening of the exhibition. Within the framework of the function the guests of the Presidential library watched the film “An hour of courage”, dedicated to the work of the artist A. P. Ostroumova-Lebedeva in the besieged city, and enjoyed folk and war-time songs.

Alexander Vershinin, Director General of the Presidential library: More on Russian input to the USA

Although mere 4 months passed since the Boris Yeltsin Presidential library in St. – Petersburg opened for its patrons, it has been already involved into an international collaboration. Its number one partner – the Library of Congress of the USA, is the largest library in the world, not to mention that it comprises the most complete collection of documents and literature in Russian language abroad. Alexander Vershinin, Director General of the Presidential Library, unveiled plans, concerning joint projects to “Izvestiya”.

Izvestiya: Delegation of the youngest Russian library paid a visit to the Library of Congress, the largest in the USA. The purpose of that visit was gaining experience?

Alexander Vershinin: Though our library opened for regular visits only in September, it was already in October that we signed an agreement on collaboration with our American partners.

i:What does this collaboration imply?

Vershinin:In particular we agreed on electronic resources interchange, audio- and visual information as well. We are going to establish general principles of our collaboration, and besides concentrate our efforts on specific projects.

i:Does it mean, that Russian users will get access to literature and documents, housed in American repositories?

Vershinin: Yes, it does, in the near future.

i:Which joint projects have you already managed to reach an agreement on?

Vershinin: So far on two. We came up with the first one, which is marking the upcoming celebration of the 65th anniversary of the Victory in the Great Patriotic War. We are now involved in negotiations on making the unknown pages of the war time, which reflect interaction of the USSR and the USA governments and armies during World War II, available to the Russian users. Among them are unique photographs, US military maps of battles, audio recordings, posters, dedicated to Allies of World War II. American partners, in their turn, have proposed a project “Russian input to the USA”. It is significant both for the American culture and its science. Do many of us know, that Irving Berlin, the American composer and author of the unofficial national anthem “God Bless America”, was born in Tyumen? Today, 4 million US citizens are reported to mention Russia as their country of origin, whereas for a million Russian is a native language. Over one million Americans go to the American Orthodox Church.

i: What does the American side take interest in?

Vershinin: American partners, for instance, are worried about the fact that the major part of movies and audio recording of the first half of XX c. has been lost for them. Therefore, they take a keen interest in discovering them and converting them into a digital format. These are in particular old American silent movies, which are now abroad, and in our Gosfilmofond as well. Within the exchange we may take a role of a coordinator.

i: Why the Library of Congress?

Vershinin: Firstly, already at the initial stage of Presidential library’s work it was the Library of Congress, which rendered a support, thus breaking collaboration doesn’t seem to make sense. Moreover, James H. Billington, the Librarian of the Library of Congress, is a person who knows the Russian history and culture brilliantly and values them.

i: What language did you speak?

Vershinin: We spoke Russian. Another interesting fact: when the Library of Congress was being reconstructed after the fire in 50’s XIX c., it adopted practices of our Imperial Public Library. And after the revolution, American libraries shared their expertise with libraries of the Soviet Union. Thus the current stage has got historical roots.
