
In accordance with the order of the President of the Russian Federation dated 18 June 2007 (№ 326-rp) Boris Yeltsin Presidential Library should have branches in every Region of the Russian Federation.
At present time Library’s management is carrying out the plan of setting up the regional branches in 2010.
Co-Operation Agreement for creation of the electronic reading room in the Trans-Baikal Krai signed
25 January 2012 a delegation from the Trans-Baikal Krai including Minister of Culture G. P. Syrovatka and Directo of the A. S. Pushkin Trans-Baikal Krai Universal Scientific library N. V. Orekhova came to the Presidential library with a working visit.
Regional Center of the Presidential Library opened in the Amur Region
21 December 2011 in Blagoveshchensk was signed a Co-operation Agreement between the Boris Yeltsin Presidential Library and the N. N. Muravyov-Amursky Amur Regional Scientific Library. The document was signed by S. M. Makeev and G. A. Bazarnaya, Director of the Amur library. According to the agreement, the materials on the Amur Region will be added to the collections of the Presidential Library in order to create a single information environment.
Regional center of access to the resources of the Presidential Library opened in the Kamchatka Krai
9 December 2011 in Petropavlovsk-Kamchatsky opened the Kamchatka Regional Center of access to the Presidential Library resources on the basis of the S. P. Krasheninnikov Kamchatka Krai Scientific Library.
Working meeting in the Tyumen Oblast
6 December 2011 in Tyumen was held a working meeting devoted to organizational and technical problems of functioning of the Presidential Library’s branch office in the Tyumen Oblast.
In the Penza Oblast was held a meeting of the interdepartmental working group
8 to 10 December 2011 a delegation of the Presidential Library visited Penza where it attended the meeting of the interdepartmental working group on the creation of a branch office of the Presidential Library in the Penza Oblast.
Training of representatives of the Jewish Autonomous Oblast and the Sakha (Yakutia) Republic in the Presidential Library
28 November to 2 December 2011 O. V. Puzikov, chief bibliographer of Birobidzhan Regional Universal Academic Library and D. N. Tuprin, head of the electronic reading room of the National Library of the Sakha (Yakutia) Republic underwent a training in the Presidential Library.
Electronic Reading Room with access to the Presidential Library resources opened in the Pacific State University
29 November 2011 in the Pacific State University was held the opening ceremony of the Electronic Reading Room with access to the Presidential Library resources. The Presidential Library attended the event via video conferencing.
The Presidential Library signed the Co-operation Agreement with the government of the Moscow region
22 November 2011 in the town of Pushkino was signed the Co-operation Agreement between the Presidential Library and the government of the Moscow region. As a result of the collaboration of the parties there will be created a branch of the Presidential Library in the region.
The specialists of the Presidential Library attended the International Conference “New Format of Eurasia Libraries. Information Systems and Technologies”
15 to 17 November 2011 a group of specialists of the Presidential Library went to Almaty with a working visit to attend the International Conference “New Format of Eurasia Libraries. Information Systems and Technologies”. The group included: Director General Deputy for branches S. M. Makeev, Head of Users Services Department L. D. Saveliyeva and International Relations specialist A. V. Tomashevich. The conference was held in the National Library of the Kazakhstan Republic.

From 6 to 16 November 2011, M. N. Rukina, Department Head and N. V. Aleshina, senior librarian from the K. G. Paustovsky Regional Youth Library of Ryazan underwent a study course in the Presidential Library.

10 November 2011 the Presidential Library hosted a special working meeting on coordination of organizational and technical issues of creation of the Electronic Reading Rooms with access to the Presidential Library’s resources in higher education institutions.
The Presidential Library attended the presentation of a single municipal electronic system “Library” in Khabarovsk
In the context of the signed agreement with the Government of Khabarovsk Krai and with a view to develop a concept of electronic libraries, 3 November 2011, the Presidential Library, via videoconferencing, attended the events marking the creation of “Library”, a single municipal electronic system, which took place in the A. Gaidar Central City Children’a Library of Khabarovsk.

Co-Operation Agreement with the Government of the Novosibirsk Region signed
1 November 2011 the Boris Yeltsin Presidential Library signed a Co-Operation Agreement with the Government of the Novosibirsk Region. On behalf of the Government of the Novosibirsk Region the Agreement was signed by the Governor of the Novosibirsk Region V. A. Yurchenko. On behalf of the Director General of the Presidential Library A. P. Vershinin, the ceremony of signing the Agreement was attended by the Director General Deputy for branches S. M. Makeev.
A delegation of the Republic of Karelia visited the Presidential Library
In accordance with the Co-operation Agreement signed between the Boris Yeltsin Presidential Library and the Government of the Republic of Karelia, October 27, 2011 a delegation from the Republic of Karelia visited the Presidential Library.
The second theoretical and practical conference “Cultural Heritage: Integration of Resources in Digital Environment”
27 October 2011 the Presidential Library hosted the Second Theoretical and Practical Conference “Cultural Heritage: Integration of Resources in Digital Environment”.
The conference was organized by the Presidential Library in joint effort with the Union of Russian Museums and the Federal Archives Agency. It was attended by heads of various core ministries, representatives of regional administrations, regional libraries, museums and archives. The conference was also attended by the Prime Minister Deputy of the Republic of Tatarstan, Z. R. Valeeva and the Director of the State Archive of the Russian Federation S. V. Mironenko who addressed the meeting. Representatives of the Ministry of Culture of the Russian Federation and the Ministry of Mass Communications were also present.
Training seminar on cataloguing methods held in the Presidential Library
24-26 October 2011 the Presidential Library in joint effort with the National Information & Library Center “LIBNET” held the first training seminar “Methods of cataloguing of various types and kinds of documents and their digital copies” for libraries and other institutions which are cooperating or plan to cooperate with the Presidential Library in the area of exchange of digital content.
Agreement with the L. N. Tolstoy State Pedagogical University of Tula signed
11 October 2011 in the L. N. Tolstoy State Pedagogical University of Tula was inaugurated the Electronic Reading Room with access to the resources of the Presidential Library. There was signed a Co-operation Agreement with the Presidential Library. On behalf of the library the agreement was signed by Deputy Director General for branches S. M. Makeev, on behalf of the Tula University n. a. L. N. Tolstoy – chancellor of the university N. A. Shaidenko.

The Day of the best military educator of higher military educational institutions celebrated in the Presidential Library
In accordance with the agreement signed with the St. Petersburg Higher Educational Institutions Chancellors Council of October 4, 2011, the Presidential Library hosted the Day of the best military educator. The Presidential Library welcomed the chancellors of universities and the heads of military and educational centers under the Ministry of Defense of the Russian Federation, heads of organizations and institutions operating in the field of education, as well as progressive-minded teachers of St. Petersburg.
The Presidential Library Internet portal in Tyumen broadcasts “Governor’s Readings”
In order to develop a Co-operation Agreement between the Presidential Library and the administration of Tyumen region signed in May 2011, October 4 the Presidential Library held a live broadcast of “Governor’s Readings” which took place in the premises of the D. I. Mendeleev Regional Scientific Library of Tyumen.
Electronic Reading Room with access to resources of Boris Yeltsin Presidential Library opened at M. V. Lomonosov Northern (Arctic) Federal University
September 23 2011, Arkhangelsk, at Northern (Arctic) Federal University was opened the Electronic Reading Room of Boris Yeltsin Presidential Library, whose virtual presentation took place on September 1 2011 as a part of the plenary session of “State Authority in information society” conference within the framework of the Day of Knowledge at the Presidential Library.
The presentation of premises of the future branch of the Presidential Library in Cheboksary
September 21, 2011 in Cheboksary was inauguratated a new building of the National Library of the Chuvash Republic. The second floor of the new building will host the future branch of the Boris Yeltsin Presidential Library.
A protocol on co-operation development between the Presidential Library, NArFU and the government of Arkhangelsk region signed
20 September, 2011 the Director General of the Boris Yeltsin Presidential Library visited the North (Arctic) Federal University. During the visit A. P. Vershinin met with E. V. Kudryashova, chancellor of the university, and R. V. Balashov, head of the governor administration and the government of Arkhangelsk region, in the Electronic Reading Room of the university’s library.

Belykh regarding the creation of a Presidential Library branch in Kirov region. 19 July 2011 in Ryazan took place consultations with Ryazan region governor O. I. Kovalev regarding the creation of a Presidential Library branch in Ryazan region.

14 July 2011 within the 3rd International Baikal informational forum organized on the basis of the Republic of Buryatia National Library, was held a one-day seminar “Principles and approaches to development of digital collections of the Boris Yeltsin Presidential Library”. The seminar was presided over by E. Zhabko, Director General Deputy for Information Resources; E. Gruznova, Head of Information Resources Development and Processing; T. Maskhulia, Deputy for Information Resources Development and Processing.

Within the working visit S. M. Makeev, the Presidential Library Director General Deputy for branches, visited Sakhalin Regional Universal Academic Library, met with the Head of Archives Agency of Sakhalin region A. I. Kostanov, Director of Sakhalin Local History Museum T. P. Roon, Governor of Sakhalin region A. V. Khoroshavin, Rector of Sakhalin State University B. R. Misikov. At the facilities of Sakhalin Regional Universal Academic Library was opened an Electronic Reading Room with access to the resources of the Presidential Library. Co-operation Agreement was signed between the Presidential Library and Sakhalin Regional Universal Academic Library.
Two more Co-operation Agreements signed with regions of the Far East Federal District
11 July 2011 in Khabarovsk was signed a Co-operation Agreement between the Presidential Library and the Government of Khabarovsk Krai. On behalf of the Presidential Library the Agreement was signed by Director General A. P. Vershinin. On behalf of the Government of Khabarovsk Krai the Agreement was signed by Governor V. I. Shport.
The same day S. M. Makeev visited the Far East State Academic library where he inspected the facilities which are to house a regional Center of access to the Presidential Library information resources. The opening of the Center is scheduled for December 2011.
12 July 2011 in Birobidzhan was signed a Co-operation Agreement between the Presidential Library and the Government of Jewish Autonomous Region.
S. M. Makeev visited the Sholem Aleichem Regional Academic Library of Birobidzhan which is going to house a regional Center of access to the resources of the Presidential Library, and then – Birobidzhan Local History Museum.
Agreement signed with the Amur Oblast Government
24 June 2011 a Co-operation Agreement between the Presidential Library and the Amur Oblast Government was signed in absentia. On behalf of the Presidential Library the document was signed by Director General A. P. Vershinin and on behalf of the Amur Oblast Government – by Amur Oblast Governor O. N. Kozhemyako.
The co-operation with Amur Oblast has been developing since 2010. It is planned to establish a branch office of the Presidential Library in the Amur Oblast at the facilities of the N. N. Muravyov-Amursky Regional Universal Academic Library.
This is the 16th Co-operation Agreement on the creation of a branch office of the Presidential Library in a constituent territory of the Russian Federation.
Representative of the Sakhalin Regional Universal Academic Library had a study course at the Presidential Library
20 to 24 June 2011, S. Yu. Petelina, the leading librarian of the Sakhalin Regional Universal Academic Library’s Reading Rooms had a study course at the Presidential Library. The objective of the course was to learn about the operation of the Presidential Library’s Electronic Reading Rooms, the experience of establishment and operation of Electronic Reading Rooms with access to the Presidential Library resources, and organization of cultural and educational work in the Presidential Library.
During the study course S. Yu. Petelina learned about the operation of major divisions of the Presidential Library. At the meetings with Library’s experts were discussed the issues of creation a branch of the Presidential Library in Sakhalin Oblast. The consultation regarding the issues of the Presidential Library’s collections development by means of regional information resources took place.
Co-operation with Sakhalin Oblast has been developing since 2009.
The Far East Federal University representative visit to the Presidential Library
22 June 2011Director of the Scientific Information Institute – Fundamental Library of the Far East Federal University V. V. Korochentsev visited the Presidential Library.
He got acquainted with the Presidential Library, had met with Director General Deputy for branches S. M. Makeev and discussed the issues of establishment and opening of an Electronic Reading Room with access to the resources of the Presidential Library in the Far East Federal University in October 2011.
The Day of Memory and Sorrow in the Presidential Library and Volgograd Region Universal Research Library
22 June 2011, the Day of Memory and Sorrow, M. Gorky Regional Universal Research Library, Volgograd, under informational support of the Presidential Library held a historical and patriotic action A Long Way to Victory. The informational support was provided within the Co-operation Agreement with Volgograd Region Administration signed December 10, 2010.
The action was joined simultaneously by 82 libraries of Volgograd region. The events were held according to a single scenario.
The event was attended by almost 2, 500 participants: teachers, schoolchildren, students of Volgograd region. As a part of the action they were offered a demonstration of videos and presentations featuring the role of the Navy of USSR in the Great Patriotic War of 1941–1945 including the newsreel and posters of war time. The materials are provided by the Presidential Library.
Co-operation Agreement with Krasnoyarsk Krai administration signed
June 16, 2011 during the International Economic Forum held in St. Petersburg, a delegation from Krasnoyarsk Krai led by Governor L. V. Kuznetsov visited the Presidential Library.
The ceremony of signing a Co-operation Agreement between the Presidential Library and Krasnoyarsk Krai administration took place. Thus Krasnoyarsk Krai officially joined the program on creation of the Presidential Library’s branches in Russian Federation constituent territories. The document was signed by Director General of the Library A. Verschinin and Governor of Krasnoyarsk Krai L. Kuznetsov. The ceremony of signing was attended by Culture Minister of Krasnoyarsk Krai, G. L. Ruksha, Governor’s deputies, Krasnoyarsk Krai administration representatives, representatives of the State Universal Research Library of Krasnoyarsk Krai and the leaders of the Presidential Library.
In his welcome speech Governor L. V. Kuznetsov noted that the signed Agreement would allow Krasnoyarsk Krai to enter the unified informational environment. Moreover, not only inhabitants of Krasnoyarsk Krai would gain access to the Presidential Library’s resources but the region itself would enrich the Library’s holdings with regional materials.
For the delegates’ visit the Presidential Library published on its portal the “Krasnoyarsk Krai: pages of history” collection. The selection included research works, essays, reference and statistic editions, cartographic materials and archival documents. The collection reflects the history of opening up the territories which now make part of Krasnoyark Krai as well as certain aspects of their development until early 20th century.
The decision on establishment of a Presidential Library’s branch in the region was made during the first visit of the Krasnoyarsk Krai Governor to the Library in June 2010. The Presidential Library’s branch is planned to be created on the basis of the State Universal Research Library of Krasnoyarsk Krai. At present, the preparatory activities related to opening of Student Electronic Reading Room with access to the Presidential Library’s resources under the Siberian Federal University are being held.
Head of Tambov Oblast Administration visits the Presidential Library
On June 14, 2011 the Presidential Library was visited by the Head of Tambov Oblast Administration O. I. Betin, who arrived with Deputy Head of the Administration A. I. Alabichev, Head of International and Interregional Relations Department O. N. Kadykov and Director of ITAR-TASS St. Petersburg B. M. Petrov. Guests had a tour around the Presidential Library. O. I. Betin became a patron of the Presidential Library.
The same day were launched negotiations between the Head of the Tambov Oblast Administration and Director General of the Presidential Library A. P. Vershinin. Deputy Director for Branches S. M. Makeev also took part in the discussion. Participants discussed a lot of issues, among them foundation of the Presidential Library’s branch in Tambov Oblast.
Working meeting in the Ministry of Culture under the Moscow Oblast Administration
June 10, 2011 the Presidential Library Director General Deputy for branches S. M. Makeev attended a working meeting on the issues of creation of a Presidential Library branch office in Moscow Oblast which was held in the Ministry of Culture under the Moscow Oblast Administration.
The meeting was presided over by Minister of Culture of the Moscow Oblast Administration S. N. Gorushkina.
The meeting was attended by representatives of the Ministry of Culture under the Moscow Oblast Administration, Construction, Architecture and Town Planning Department under the administration of Pushkin municipal region, Moscow Regional State Research Library n. a. N. K. Krupskaya, General contractor Trust-25.
During the meeting were discussed the issues on the work being done in order to establish a branch of the Presidential Library in Moscow Oblast, on complying the schedule of project works and arrangement of communication channel.
In the N. A. Nekrasov State University of Korstroma has opened Electronic Reading Room with access to the Presidential Library’s resources
30-31 May 2011 the Presidential Library Director Deputy for branches S. M. Makeev visited Kostroma.
31 May the N. A. Nekrasov State University of Korstroma hosted an enlarged session of Chancellor Council of Kostroma Region universities. Electronic Reading Room with access to the Presidential Library’s resources was opened. The opening ceremony was attended by Kostroma Region Governor I. N. Slyunyaev who addressed the audience with a welcome speech.
The ceremony was also attended by members of Academic Council of Kostroma State University, members of Chancellor Council of Kostroma city and region universities, directors of university and school libraries.
The same day a Co-operation Agreement was signed. On behalf of Kostroma State University the document was signed by its Chancellor N. M. Rassadin, on behalf of the Presidential Library – by Director Deputy for branches S. M. Makeev.
As a part of the event S. M. Makeev held meetings with Kostroma State University specialists, and with authorized representative deputy of the RF President in the Central Federal District S. N. Samoyilov.
Cooperation with Kostroma State University has been developing since July 2010. In May 2011 the specialists of the university attended a study course in the Presidential Library.
Working meeting by videoconference at Law Department St. Petersburg State University
May 27, 2011 the Law Department of St. Petersburg State University held an event marking the anniversary of the opening of the Electronic Reading Room with access to the resources of the Presidential Library.
Videoconference workshop was attended by the following universities: "Pacific State University”, “Siberian Federal University”, “Northern (Arctic) Federal University”, “Far Eastern Federal University”,” St. Petersburg Academy of Management and Economics", "Russian State Social University”, St. Petersburg University of the Ministry of Internal Affairs of the Russian Federation", “Ural Federal University of the first Russian President B. N. Yeltsin”, “North-Eastern Federal University of M. K. Ammosov", "Kazan (Volga) Federal University”, “Petrozavodsk State University”, “Orenburg State University”, “Kostroma State University n. a. N. A. Nekrasov”, “Tyumen State University”, as well as the branch of the Presidential Library in the Tyumen region.
During the meeting was given a presentation of the Electronic Reading Room with access to the resources of the Presidential Library at the Law Department of St. Petersburg State University. Presented was the operation of the Reading Room during the year that has passed since its opening, as well as efforts to attract faculties of the University to use resources of the Electronic Reading Room and to participate in the development of the holdings of the Presidential Library.
Director of Humanities Institute of Siberian Federal University, M. V. Rumyantsev, made a presentation of the project of a Virtual Reading Room of the Presidential Library at the Siberian Federal University and informed the attendees of the videoconference on the prospects of this project.
The representative of the Northern (Arctic) Federal University made a report on plans to create an Electronic Reading Room with access to the resources of the Presidential Library to be opened September 1, 2011.
Head of Customer Service of the Boris Yeltsin Presidential Library, L. D. Savelieva, informed the meeting about the practice of collaboration in organizing services and methodological support for university-based Remote Electronic Reading Rooms taking as an example the Electronic Reading Room with access to the resources of the Presidential Library at the Law Department of St. Petersburg State University.
The branch office of the Presidential Library in the Tyumen region was also presented.
Organizational and technical issues of creation of Electronic Reading Rooms at universities were also discussed.
The first regional branch of the Boris Yeltsin Presidential Library opened in Tyumen region
23 May 2011 took place a grand opening of the first regional branch of the Presidential Library in Tyumen region. The branch office is situated in the new building of the D. I. Mendeleyev Regional Scientific Library of Tyumen.
The same day the Presidential Library signed a Co-operation Agreement with the Government of Tyumen region. On behalf of the library the agreement was signed by Director General A. P. Verschinin, on behalf of the Government of the region – by its Governor, V. V. Yakushev.
Dmitry V. Brodnikov was appointed the Director of the Presidential Library branch office in Tyumen region.
The realization of the branch project was initiated by the creation of regional center of access to the Presidential Library resources which opened September 2009 on the basis of the D. I. Mendeleyev Regional Scientific Library of Tyumen. During its functioning, over 4, 500 digitized copies of unique regional editions and documents were supplied to the holdings of the Presidential Library.
The Presidential Library’s branch in Tyumen region is equipped with electronic reading room with 90 seats and electronic registration desk, conference hall and scanning center.
The opening of the branch was timed to the All-Russian Library Congress. The conference attendees were informed on regional and international activities of the Presidential Library and its projects.
Acting as the Head of Culture Department of Primorsky Krai visited the Presidential Library
20 May 2011 V. A. Ignatiev, acting as the Head of Culture Department of Primorsky Krai came to the Presidential Library with a working visit.
V. A. Ignatiev was informed on the operation of the Presidential library and technical potential of its software and hardware.
Delegation of Siberia Federal University visited the Presidential Library
From 18 to 20 May 2011 a delegation of Siberia Federal University visited the Presidential Library.
The members of the delegation were offered a tour of the Presidential Library. During the meeting with the Deputy Director General for branches of the Presidential Library S. M. Makeev were discussed prospects of cooperation in the framework of the agreement signed. The delegation members learned about the activities of some divisions of the Presidential Library.
May 19 one of the members of the delegation, Chairman of the Committee of the Library Board of Northern Federal University on development and readers’ service R. A. Baryshev visited the Faculty of
Law, St. Petersburg State University, to learn about the work of the electronic reading room with access to the resources of the Presidential Library.
Representatives of N. A. Nekrasov State University of Kostroma have undergone a training at the Presidential Library
From 16 to 20 May 2011 the representatives of the Kostroma State University n. a. N. A. Nekrasov - Deputy Director of the University Library on the computerization of bibliographic and information processes, M. A. Peshkov and bibliographer, O. B. Shabina underwent a training at the Presidential Library.
The training have established working contacts and studied the methods and technologies of digital content development at the Presidential Library.
Cooperation with the University has been developing since July 2010. An Agreement on Cooperation between the University and the Presidential Library is being prepared.
Representative of Culture Department of the Jewish Autonomous Oblast administration visited the Presidential Library
May 16, 2011 the Deputy Head of Culture Department of the Government of the Jewish Autonomous Region S. S. Tromsa came to the Presidential Library with a working visit. She was offered a tour of the Presidential Library. During the meeting with the Deputy Director General for branches, S. M. Makeev, they discussed organizational and technical problems of creating a Jewish Autonomous Region branch of the Presidential Library.
Co-operation Agreement signed with the Government of Sakhalin Oblast
4 May 2011 the Presidential Library and the Government of Sakhalin Oblast signed a Co-operation Agreement. From the side of the Presidential Library the Agreement was signed by Director General A. P. Vershinin, from the side of the Government of Sakhalin Oblast – by its Governor A. V. Khoroshavin. The Agreement is the result of the mutual work done during 2010-2011.
The regional center of access to the Presidential Library resources in Sakhalin Oblast will be open on the basis of “Sakhalin Regional Universal Academic Library”.
Working meeting in the North (Arctic) Federal University: discussion of cooperation plans
At the invitation of the rector of the North (Arctic) Federal University E. V. Kudryashov, Deputy General Director for branches S. M. Makeev arrived with a working visit to Arkhangelsk April 28, 2011.
As part of the Co-operation Agreement, was held a workshop during which were discussed plans for collaboration, including the preparation of regional content, organizational and technical issues of creating an Electronic Reading Room with access to the resources of the Presidential Library, to work together on the project "Electronic memory of the Arctic" as well as opening a full branch of the Presidential Library in the Arkhangelsk region in 2013-2014.
There was held a meeting with representatives of the informational and methodological support of educational and research processes and the Department of Information and Library Development.
Also was held a working meeting with the experts of “Arhstroyproject” that prepare planning and design solutions for Electronic Reading Room. Electronic Reading Room with access to the resources of the Presidential Library in the North (Arctic) Federal University is scheduled to open September 1, 2011.
About implementation of methods and technologies of development of digital content of the Presidential Library at regional level
At the invitation of Minister of Culture of Moscow Region Government, G. Ratnikova on April 21, 2011 a delegation from the Presidential Library participated in a roundtable "Intelligent and Electronic Resources of the Russian Federation regions as the basis for content of the regional centers of access to the resources of the Presidential Library" as a part of the International Scientific Conference "Rumyantsev Readings". The delegation included Director of the Reserve Center of the Presidential Library in Moscow J. Pimoshenko, Head of the Information Resources Development and Processing E. Gruznova, Head of Library Service L. Savelieva, Head of Linguistic, Software and Technological Support J. Selivanova, Deputy Chief of the Information Resources Development and Processing T. Maskhulia.
The roundtable was also attended by: S. Gorushkina, Deputy Minister of Culture of Moscow Region; V. Suvorova, Director of K. Paustovsky Regional Juvenile Library of Ryazan; I. Dobrynina, Director of the National Library of the Republic of Karelia; representatives of Penza, Tver, Vladimir Oblast, the Republic of Mari El and other regions.
Presidential library specialists informed the roundtable participants about methods and technology of development of digital content of the Presidential Library, and representatives of the Russian Federation subjects, in their turn, spoke about the implementation of these techniques and technologies at the regional level. S. Gorushkina gave a presentation regarding the place of a regional center of access to the resources of the Presidential Library in the network of digital heritage of the Moscow region. I. Dobrynina told about the experience of the National Library of the Republic of Karelia in the development of the regional information content. V. Suvorova shared the experience of similar work being done in the Ryazan region.
An expert from the Republic of Buryatia has undergone a training in the Presidential Library
In the period from 11 to 20 April 2011 in the Presidential Library underwent a training the Head of Regional Centre for access to information resources of the Boris Yeltsin Presidential Library of the Republic of Buryatia, S. F. Danilenko. During the internship have been established working contacts and studied the methods and technologies of digital content development in the Presidential Library.
S. F. Danilenko has attended a theoretical and practical conference "E-legislation: access to legal information in an electronic environment", held April 14 at the Presidential Library.
It was also discussed and confirmed the participation of specialists of the Presidential Library in II Baikal Information Forum in July this year where they will hold, as a part of the forum, a training seminar on the creation of a regional information content. It is assumed that the workshop will be held on the following topics:
- methodological basis of the formation of the national electronic resource of the Boris Yeltsin Presidential Library;
- cooperation of libraries, archives, museums in the formation of the national electronic resource of the Boris Yeltsin Presidential Library;
- main acquisition profiles of the Boris Yeltsin Presidential Library;
- methods of cataloging and indexing of information resources of the Boris Yeltsin Presidential Library;
- features of scanning of certain types and kinds of resources, technical requirements.
Working visit of the Presidential Library delegation to Tyumen Oblast
In order to solve some organizational and technical issues regarding the opening of the Presidential Library branch office in Tyumen Oblast, a working group of the Presidential Library experts visited Tyumen Oblast during 18-21 April 2011. Among the members of the delegation there was a representative of the General Operation Office under the Presidential Property Management Department of the Russian Federation. There have been held meetings with representatives of the Tyumen Oblast administration and the directorate of the D. I. Mendeleev Regional Academic Library of Tyumen during which the parties came to the agreement regarding their cooperation to ensure the opening of the Presidential Library branch office May 22, 2011.
Agreement of cooperation with the Siberian Federal University signed
April 11, 2011 was signed an Agreement of cooperation on the creation of electronic reading room with access to the resources of the Presidential Library in the Siberian Federal University. From the Presidential Library the Agreement was signed by Director General, A. P. Vershinin, and from the Siberian Federal University - Rector of the University E.A. Vaganov.
Thus, as of the date, the Agreements of cooperation on creation of electronic reading rooms with access to the resources of the Presidential Library are signed with eight universities.
Volgograd Oblast. Report on the work completed in the scope of the Agreement of cooperation
April 15, 2011 in the Presidential Library was held a meeting between Deputy Director for marketing and automation of the Volgograd Oblast Universal Scientific Library n. a. M. Gorky, L. A. Ulieva, and Deputy Director-General for branches of the Presidential Library S. M. Makeev. During the meeting they discussed the report submitted by L. A. Ulieva for the 1st quarter of 2011 on the establishment of a regional center of access to the resources of the Presidential Library in the Volgograd region in the framework of the Agreement of cooperation between the Presidential Library and the Administration of Volgograd Oblast, as well as the work plan for 2011.
Report for the 1st quarter of 2011 on the establishment of a branch of the Boris Yeltsin Presidential Library in Volgograd Oblast
Volgograd Oblast Universal Scientific Library n. a. M. Gorky, the largest depository, scientific and methodical center for the libraries of the Volgograd region, geographically located in the heart of the Grand watershed in Russia, at the intersection of the world history and national history, disposes of unique documents, the capacity and desire to become one of the state of the art libraries in the area of accessibility of information technology in the SFD.
In 2011 the activities of the Volgograd Oblast Universal Scientific Library n. a. M. Gorky covered the following areas:
- creation of electronic copies of local history editions;
- organization of events intended to inspire patriotism and develop a civil position among youth, and promotion of the Internet portal “Boris Yeltsin Presidential Library”;
- search of new forms of cooperation with the State Archive of Volgograd Oblast in order to create electronic copies of photographs of Tsaritsyn-Stalingrad-Volgograd.
Experts from Penza Oblast have undergone training in the Presidential Library
In accordance with the resolutions made in the period of 11-16 April 2011 librarians from M. Yu. Lermontov Regional Library of Penza, E. Ya. Obushnikova, Information Center Chief Librarian, and O. V. Perepelkina, Chief Librarian of the Legal Information Public Center, have undergone training in the Presidential Library. Trainees have come to establish business relations, study the methods and technologies of information resources processing in accordance with requirements of the Presidential Library. During the meetings with experts of major divisions of the Presidential Library they , studied the methods and technologies of information resources processing, and discussed nearest perspectives of cooperation between the Presidential Library and Penza Oblast in the field of establishment of a regional branch.
Trainees have attended the conference “Electronic legislation”: access to legal information in electronic environment” which took place 14 April in the Presidential Library.
The second meeting of the Presidential Library Academic Council
14 April 2011 the Presidential Library held the second meeting of its Academic Council.
One of the issues on the agenda was the establishment of Electronic Reading Rooms with the access to the Presidential Library resources in federal universities.
The meeting was attended by the representatives of Russian regions, both in person and via videoconference. Interactively participated in the meeting Siberian Federal University (Krasnoyarsk), Northern (Arctic) Federal University (Archangelsk), Russian State Social University (Moscow), Far-Eastern Federal University (Vladivostok), North-Eastern Federal University (Yakutsk).
The Academic Council resolved to jointly organize in the Presidential Library contests of research and methodological works in the area of studying history, theory and practice of the Russian statehood.
As of the date of the Academic Council meeting, Agreements of cooperation have been signed with seven universities. Electronic Reading Rooms with access to the Presidential Library resources are being organized. Before the end of May the Agreements are to be signed with N. A. Nekrasov State University of Kostroma and the First Russian President B. N. Yeltsin Federal University of Ural.
Working meeting with Moscow Oblast representatives
14 April 2011 in the Presidential Library was held a meeting between the Minister Deputy for Culture under the Moscow Oblast government S. N. Gorushkina and Director Deputy of N. K. Krupskaya Regional State Academic Library of Moscow P. S. Tishchenko. During the meeting was discussed a layout of the second floor of the library in the town of Pushkino, Moscow Oblast, which is to house a Presidential Library branch, and also versions of the design of interior solutions for the future branch office.
Technical meeting in the Republic of Mordovia
12 April 2011 the Presidential Library Director Deputy for branches S. M. Makeev attended a technical meeting regarding the issues of projection of the “A. S. Pushkin National Library Reconstruction” site.
The meeting was presided by the Minister for Culture of Republic of Mordovia P. N. Tultayev. The meeting was attended by technical director of “Mordovpromstroy Trust” A. N. Turulin, chief engineer of “Mordovpromstroy Trust” A. F. Mavrin, the Head of Construction, Restoration and Exploitation under the Ministry of Culture of Republic of Mordovia P. V. Grigorkin and the Head of Project Division under the Capital Construction Department of Republic of Mordovia B. Ya. Kolomasov. The “Volgostromproject” contract organization was represented by Director General V. I. Moiseev, Committee of Directors President V. V. Plyatner and Director General Deputy A. V. Plyatner.
A visiting part of the meeting was held in Ardatov municipal region of Republic of Mordovia. There they met with the Region Head A. S. Fedorov.
Agreement of cooperation with Primorsky Krai government signed
April 7, 2011 the Agreement of cooperation for the establishment of the Presidential Library branch office in Primorsky Krai was signed. From the side of the Presidential Library the document was signed by Director General A. P. Vershinin, from the side of Primorsky Krai government – by the Krai governor S. M. Darkin.
It is the third agreement of cooperation for the establishment of the Presidential Library branch office signed in 2011. Thus, since the Library started to operate, it has signed 13 agreements of cooperation for the establishment of the Presidential Library branch offices with different constituent territories of the Russian Federation.
The Presidential Library branch office in Primorsky Krai is to be housed in the M. Gorky State Public Library of Primorsky Krai. At the present the library is undergoing inventory in order to reveal regional information resources.
The Presidential Library signed the agreement of cooperation with Chukotka
April 7, 2011 A. P. Vershinin, Director General of the Presidential Library and R. V. Kopin, Governor of Chukotka Autonomous Okrug, signed the Agreement of cooperation on establishment of a regional Center of access to electronic resources of the Boris Yeltsin Presidential Library. The Agreement was signed in the representative office of the Chukotka Autonomous Okrug government in Moscow.
The Center of access to electronic resources of the Presidential Library is to open in the town of Anadyr on the basis of the V. G. Tan-Bogoraz Universal Public Library of Chukotka Okrug. Joint activities on elaboration of the Agreement started in November 2010, during the period of the training in the Presidential Library of the representatives of Chukotka Autonomous Okrug – A. A. Oskin, Head of the Department for Culture and Art and I. V. Chernyavskaya, Chief expert of Art and Popular Art Division under the Department for Culture and Art.
June 1, 2010 at the meeting of the Council under the authorized representative of the Russian President in the Far East Federal Okrug it was resolved to create regional branches of the Presidential Library in all constituent territories of the Okrug.
As of April 7 the Agreements of cooperation have been signed with the authorities of Magadan Oblast, Kamchatka Krai and Chukotka Autonomous Okrug.
By the end of April the current year will be signed the Agreement of cooperation with the Government of Primorsky Krai.
To be signed in the short term the Agreements of cooperation with Amur, Sakhalin, Jewish Autonomous Oblast, Khabarovsk Krai and Sakha Republic (Yakutia).
Interactive Olympiad in the national history “Russia in the digital world”: the first round results summed up
The first round of “Russia in the digital world” Olympiad organized by the Presidential Library concluded March 3, 2011. Schoolchildren from 71 regions of Russia have taken part in the first round; schoolchildren from 30 regions successfully entered the second round.
By the time of summing up the results of the first round 7404 users have visited the website of the Olympiad.
The largest number of students having entered the second round represent St. Petersburg, Moscow, Republics of Tatarstan and Buryatia, Nizhny Novgorod, Orel and Penza Oblast.
The second round of the Olympiad takes place from 4 April to 1st May 2011 also in interactive form. The third round of the Olympiad will be held in St. Petersburg. It will welcome the participants having scored the greatest points in the second round. After the third round the winners will be awarded during a special ceremony.
Novosibirsk Oblast cooperation development: training of Novosibirsk State Regional Academic Library (GONB) expert in the Presidential Library
21 to 25 March 2011 the Head of “Boris Yeltsin Presidential Library Regional Center” of Novosibirsk GONB V. V. Bragina had a study course in the Presidential Library. During the training V. V. Bragina studied the work principles of major departments of the Presidential Library, infrastructure solutions for realization of the Library IT platform, as well as methods and technologies applied in the Library while serving readers in the Electronic Reading Room.
There were held meetings with the experts of major divisions of the Presidential Library during which were discussed organizational and technical issues of creation of the Presidential Library regional branch.
The Presidential Library regional branch of the Novosibirsk Oblast will be housed in the Novosibirsk GONB new building which is being currently designed. A draft agreement between the Presidential Library and Novosibirsk Oblast authorities has been elaborated. The Novosibirsk GONB will host the Electronic Reading Room providing access to the Presidential Library resources. On the basis of designers’ solutions it has been restored, supplied with furniture and necessary equipment.
Khabarovsk Krai Culture Minister Deputy V. S. Prikhod’ko visits the Presidential Library
March 4, 2011 Khabarovsk Krai Culture Minister Deputy V. S. Prikhod’ko visited the Presidential Library. V. S. Prikhod’ko was familiarized with the work of the Presidential Library. During the meeting with the Director Deputy for branches S. M. Makeev, he was consulted on the issues of development of the Regional Center of access to the Presidential Library resources and the future branch of the Library in Khabarovsk.
Krasnoyarsk Krai delegation visit the Presidential Library
March 2, 2011 Krasnoyarsk Krai delegation including Chief expert of the Krasnoyarsk Krai Ministry of Culture L. I. Davydova and Director Deputy of the Krasnoyarsk Krai State Universal Research Library T. V. Verbitskaya.
In accordance with the Krasnoyarsk Krai Governor L. V. Kuznetsova “On creating a branch of the Boris Yeltsin Presidential Library in Krasnoyarsk Krai” from 10/27/2010 N 517 was formed a working group for regulating organization issues regarding the establishment of the Presidential Library regional branch in Krasnoyarsk Krai.
During the visit was held a meeting at which the delegation presented a plan regarding the establishment of the Presidential Library regional branch in Krasnoyarsk Krai, elaborated by the working group. Also were presented drafts for installation of the Presidential Library regional branch and was discussed a series of technical issues.
Agreement on cooperation with St. Petersburg Management and Economy Academy signed
The Presidential Library Director General Deputy for branches S. M. Makeev, on the invitation of St. Petersburg Management and Economy Academy chancellor V. A. Gnevko, attended the Academic Council session February 28, 2011.
During the session was signed the Agreement on cooperation in order to create an Electronic Reading Room with access to the Presidential library resources in the Academy. The agreement was signed by S. M. Makeev from the side of the Presidential library and by chancellor V. A. Gnevko from the side of the Academy.
St. Petersburg Management and Economy Academy is a core higher education institution of St. Petersburg founded in 1990. It trains for over 30 professions in demand, bachelor and master programs. It has a rich network of 14 regional institutes and affiliates, which also took part in the Academic Council session via videoconferencing.
The signing of the Agreement could be considered as a development of the Agreement on cooperation with the St. Petersburg Universities’ Committee of chancellors, signed July 21, 2010.
Conference in the Moscow Oblast Ministry of Culture
February 25, 2011 the Moscow Oblast Ministry of Culture held a conference on the issues of organization of a regional center of access to the Presidential library resources in the scope of the preparation for signing of the Agreement on cooperation in order to create a Presidential library branch in Moscow Oblast.
Moscow Oblast Minister of Culture R. K. Ratnikova informed the attendees of the conference on the work done by the Minister of Culture regarding the creation of the regional center. The Moscow Oblast Minister of Culture Deputy S. N. Gorushkina told about the approaches to the development of priority areas of Moscow Oblast in order to participate in electronic projects of the Presidential Library.
The Presidential Library Reserve Center Director Yu. P. Pimoshenko told about the practice of establishment of regional centers of access to the Presidential library resources in RF regions.
Agreement with the Pacific State University signed
February 23 – 25, 2011 Director General Deputy for branches S. M. Makeev visited the Pacific State University (TOGU).
February 24 he met with the TOGU chancellor S. N. Ivanchenko. During the meeting they discussed the prospects of creation of the first Electronic Reading Room with access to the Presidential library resources in the Far East of Russia. S. M. Makeev attended a session of the Committee of chancellors of Khabarovsk Krai and Jewish Autonomous Oblast. In the TOGU conference hall S. M. Makeev made a presentation of the Presidential Library and its information projects.
In the course of the session a television space bridge was organized with the Moscow Central Distributing Center for Libraries (BIBCOM).
February 25 TOGU held a session of the Academic Council. The same day was signed the Agreement on cooperation in order to create an Electronic Reading Room with access to the Presidential library resources. The agreement was signed by S. M. Makeev from the side of the Presidential library and by chancellor S. N. Ivanchenko from the side of the TOGU. The Electronic Reading Room will provide access to the richest intellectual resources for various strata of society of Khabarovsk Krai.
Business trip to Naryan-Mar: attendance of the interdepartmental working group meeting
February 17 – 18, 2011 a delegation, including S. V. Neganov, chief manager of the Presidential Library Division for branches and D. M. Belkov, Director Deputy of the GlavNIVC UDP (General Research Computer Center under the affairs management department of the president's administration) went on a business trip to Naryan-Mar in order to inspect the facilities meant for housing the Presidential Library branch in regards of their compliance with technical requirements.
February 17 the delegates met with T. N. Kuznetsova, acting head of the Nenets Autonomous Okrug Culture Department. During the meeting the delegates inspected the facilities meant for housing the Presidential Library. The facilities occupy the ground and first floors of the residential building, which has been brought into service.
February 18 the delegates attended a session of the interdepartmental working group on creation of a Presidential library regional branch. In the course of the session T. N. Kuznetsova informed all those present on the preparation work for creation of a Presidential library regional branch in Nenets Autonomous Okrug. The results of the inspection of the facilities in regards of their compliance with technical requirements were summed up. There was also developed a plan of measures on creation of a Presidential library regional branch in Naryan-Mar city for 2011, fixed a time limit of work of the interdepartmental working group and effective cooperation with the Presidential Library.
Far East State Research Library of Khabarovsk representative training course in the Presidential Library
February 15 – 21, 2011 V. S. Vasilieva, a representative of the “Far East State Research Library” of Khabarovsk, a programmer of the Automation and Programming Division, coordinator of the project on creation of a regional center with an access to the Presidential library resources as a part of the Far East State Research Library had undergone a training course in the Presidential Library.
The task of the training course was to establish business relations, observe the organizational structure of the Presidential Library, discuss the issues of creation of a regional center with an access to the Presidential library electronic information resources. During the course V. S. Vasilieva met with the heads of basic structural divisions of the Library, studied the ways and technologies applied for the digital content development, and the order of readers’ registration along with the service system in the Presidential Library Electronic Reading Room.
During the meeting with S. M. Makeev, Director General Deputy for branches, V. S. Vasilieva presented design projects of the future regional center.
V. S. Vasilieva also visited the St. Petersburg State University Law Department. She was briefed on the work of the student Electronic Reading Room with an access to the Presidential library resources and on the organization and technology of functioning of the Law Department library.
Technical meeting held in the Presidential Library
February 21, 2011 the Presidential library held a technical meeting on the operation of regional center, branches and electronic reading rooms with an access to the Presidential library resources. The meeting was attended by the representatives of the Presidential library, FGUP GlavNIVC (General Research Computer Center), OOO “AS” company, OOO “Maxima” company.
Business trip to Chuvash Republic: regular meeting of the working group
February16 – 17, 2011 S. M. Makeev, Director Deputy for branches, went on a business trip to Cheboksary on the invitation of the Chuvash Republic President. The purpose of the visit was to define the level of readiness of the facilities to house a Presidential Library branch in the Chuvash Republic National Library, currently under construction, for February 2011.
S. M. Makeev attended a meeting of the working group on solution of organizational issues regarding the creation of the Presidential Library branch. The meeting was held in the Chuvash Republic National Library Conference Hall. In the course of the meeting A. V. Ipatiev, the Head of Culture Heritage Sites Department under the Chuvash Republic Ministry of Culture, reported on the readiness of the facilities to house the future Presidential Library branch in the Chuvash Republic National Library, currently under construction, for February 2011. S. M. Makeev informed the attendees on the measures taken in order to open the Presidential Library branch in the Chuvash Republic. The branch opening is scheduled for 2012, after the installation of a hardware-based complex.
Currently the materials to be added to the electronic funds of the library are being digitized, the staff is being trained, joint projects with the Presidential library are discussed and realized.
S. M. Makeev met with the experts of state archives, museums, libraries and Chuvash State Humanities Institute.
The same day S. M. Makeev visited Mariinsko-Posadsky District and cultural institutions of Mariinsky Posad, including Mariinsko-Posadsky District Central library.
“Cultural heritage: ancient town of Bolghar and island-town of Sviyazhsk” project presentation in the Presidential Library
February 15, 2011 in the Presidential Library with participation of Tatarstan Republic delegation was made a presentation of the “Cultural heritage: ancient town of Bolghar and island-town of Sviyazhsk” project currently in effect in the republic. It is the greatest project in Russia on restoration of historical and cultural monuments. The aim of the project is to restore and preserve for future generation the valuable monuments of history, unique architecture and spirituality of Tatarstan Republic.
The project was presented on the basis of restoration examples of two major centers: Sviyazhsk, the first Orthodox city in the Middle Volga Region, and ancient Bolghar – the place of Islam adoption in Volga Region. According to M. Sh. Shaimiev, the first president of Tatarstan Republic, restoration of historical image of these monuments “is to become the largest joint project of the state, business, religious organizations and community”.
The exposition highlights the entire restoration process of the cultural heritage sites: from archaeological excavations and study of documents to the phased restoration with the use of authentic technologies.
The presentation program included a concert by soloists of Mariinsky Theater, Albert Asadullin and well-known music groups of Tatarstan.
The presentation was attended by 400 people.
Cooperation development with federal institutes of higher education: training of experts from the NArFU (Arkhangelsk)
A group of experts from the Northern (Arctic) Federal University (NArFU) underwent a training in the Presidential Library February 7 through 11, 2011. The group included: P. E. Ovsyankin, Director of the Information and Library Development Department; M. Yu. Ananchenko, Director Deputy of the Information and Library Development Department; I. P. Ovsyankin, Head Deputy of the Information and Methodical Support of Education and Research Office. The trainees have come to the Presidential Library in order to study the issues of preparation work on the opening in NArFU of the Electronic Reading Room with the access to the Presidential Library resources, methods and technologies of the digital content development. In the course of the training they met with the Heads of major fields of activity of the Library. Director Deputy for branches S. M. Makeev informed the NArFU representatives on the work experience of other regional Institutes in the area of organization of Electronic Reading Rooms with the access to the Presidential Library resources. There was a visit to the St. Petersburg State University Law Department in order to observe the operation of such Electronic Reading Room.
Agreement on cooperation signed between the Presidential Library and Kamchatka Krai government
February 3, 2011 was signed the Agreement on cooperation for creation of a regional branch of the Presidential Library in Kamchatka Krai. From the Presidential Library side the Agreement was signed by Director General A. P. Vershinin, from the side of Kamchatka Krai government – by Governor A. A. Kuzmitsky.
The regional branch of the Presidential Library in Kamchatka Krai is planned to be installed on the basis of “S. P. Krasheninnikov Kamchatka Krai Academic Library”.
Working visit of the Penza Oblast delegation to the Presidential Library
February 7-8, 2011 the Penza Oblast delegation visited the Presidential Library. The delegation included the acting Deputy Minister of Culture of the Oblast A. A. Minyakin, chief expert of the Oblast Ministry of Culture E. B. Soldatkina, Director of M. Yu. Lermontov Regional Library of Penza M. N. Osipova and the chief architect of OOO “Grazhdanproject” L. G. Letikova. On February 7 was held a meeting in regards of the issues of organization of the Presidential Library regional branch in Penza Oblast. During the meeting S. M. Makeev, the Presidential Library Director Deputy for branches, informed the members of the Penza Oblast delegation on tasks and basic areas of activity of the Presidential Library, the stages and major areas of work on creation a regional branch in the RF constituent territory. A. A. Minyakin and L. G. Lutikova told about the course of works on construction of the new library complex in Penza where the Presidential Library branch is planned to be housed.
At the end of discussion of planning decisions on installing the regional branch of the Presidential Library in Penza, it was decided to improve the project submitted for the meeting, considering the obtained information and consultations, initiate the signing of Agreement on cooperation between the Presidential Library and Penza Oblast government and propose to organize a training for experts from Penza Oblast in the Presidential Library in March-April 2011.
Krasnodar Krai delegation visits the Presidential Library
January 14, 2011 Krasnodar Krai delegation including the representatives of the regional administration visited the Presidential Library.
During the excursion the delegation members got acquainted with the Presidential Library activities and technical features of its program and hardware complex. Technical talks were held during which the Director Deputy for branches S. M. Makeev informed the Krasnodar Krai representatives about the plans for development of the Presidential Library branches network in the regions of Russia.
Agreement of cooperation with the Northern (Arctic) Federal University (Archangelsk) signed
28 - 30 December the Presidential Library Director Deputy for branches S. M. Makeev visited the city of Archangelsk on the invitation of E. V. Kudryashova, North (Arctic) Federal University (NArFU) chancellor.
December 29, 2010 S. M. Makeev attended a session of the Archangelsk region Universities’ Chancellors Council. There were work meetings with the NArFU representatives: Chancellor E. V. Kudryashova; Chancellor assistant, secretariat head V. V. Osipov; the first Vice-chancellor for studies L. N. Shestakov; Vice-chancellor for educational work N. I. Dundin; Vice-chancellor assistant for international relations M. R. Kalinina. During the meetings were discussed the issues of creation in the NArFU of an Electronic Reading Room providing access to the Presidential Library resources.
S. M. Makeev also met with representatives of Archangelsk region government: Minister of Education, Science and Culture assistant, Head of Culture Department L. V. Butorina and Head of Historical and Cultural Heritage Division under the Culture Department L. G. Komarovskaya.
30 December S. M. Makeev attended a session of the NArFU Academic Council. At the session was signed the Agreement of cooperation between the NArFU and the Presidential Library in the field of creation in the NArFU of an Electronic Reading Room with access to the Presidential Library resources.
The same day S. M. Makeev met the Director of the N. A. Dobrolyubov Research Library of Archangelsk region O. G. Stepina.
Developing collaboration with institutes of higher education: Agreement with the Russian State Social University (Moscow) signed
December 27, 2010 the Presidential Library delegation including Director General A. P. Vershinin and Director Deputy for branches S. M. Makeev visited the Russian State Social University on the invitation of its chancellor academician of the Russian Academy of Science V. I. Zhukov.
During the working visit the delegation members took part in the Academic Senate session. At the session they informed the attendees on the development of the project “Boris Yeltsin Presidential Library” and collaboration with leading Russian institutes of higher education. The Agreement on collaboration for creating a Student Electronic Reading Room providing access to the Presidential Library resources on the basis of the University Electronic Social Library.
The Russian State Social University has become one of the first Russian institutes of higher education which signed the agreement on collaboration for creating this kind of Electronic Reading Rooms. The university numbers over 100 000 students acquiring 109 professions. It has a network of 42 branches in different regions of Russia. 17 departments and 60 sub-departments make part of the Russian State Social University.
Kirov Oblast: cooperation agreement signed
December 19 – 21, 2010 the Presidential Library delegation including Director General A. P. Vershinin, Director Deputy for branches S. M. Makeev and Director General assistant P. A. Kiselev visited the city of Kirov on the invitation of Governor, Kirov Oblast Government President N. Yu. Belykh.
20 December, before the meeting with Governor N. Yu. Belykh in Kirov State Universal Research Library n. a. Hertzen was held a session of Coordination Council for culture of Kirov Oblast, attended by more than 60 representatives of all regions of Kirov Oblast. The subject of “Formation of a single information space in Kirov Oblast: about the prospects of the regional library network informatization development” was discussed.
The Presidential Library delegation, along with Kirov Oblast Governor N. Yu. Belykh, Kirov Oblast Government President Deputy A. A. Galitskikh, representatives of Culture Department, Department for construction and architecture and contract organizations has visited the outhouse of the Hertzen Library building which will house Kirov branch of the Presidential Library.
After the visit of the outhouse in the main reading room of Kirov State Library took place the ceremony of signing the agreement on cooperation between the Presidential Library and Kirov Oblast Government. From the side of the Presidential Library the agreement was signed by Director General A. P. Vershinin and from the side of Kirov Oblast Government it was the Governor N. Yu. Belykh. At the end of the signing there was a brief meeting with press and after that a closed meeting between the Governor N. Yu. Belykh and the Presidential Library Director General A. P. Vershinin.
Later the members of the delegation from the Presidential Library attended the grand opening of a new exposition of Vyatka Arts Museum n. a. V. M. and A. M. Vasnetsov, as well as the events held in honor of the 100th anniversary of Vyatka Arts Museum n. a. V. M. and A. M. Vasnetsov.
“Republic of Karelia. In honor of 90th anniversary of the statehood” exhibition grand opening in the Presidential Library
December 16, 2010 in the Presidential Library took place the grand opening of “Republic of Karelia. In honor of 90th anniversary of the statehood” exhibition as a part of “Kalevala Land-2010” International Festival.
This is the first regional project realized in accordance with the agreement on cooperation between the Presidential Library and the Government of the Republic of Karelia signed June 7, 2010. The exposition has been developed on the basis of the material from various sources: Karelia State Local History Museum, Republic of Karelia National Archives and National Library. The exhibition was organized in partnership with the New Information Technologies Regional Center under Petrozavodsk State University, directed by N. S. Ruzanova.
The Republic of Karelia Culture Minister E. V. Bogdanova addressed a speech of welcome at the ceremony of grand opening. The speeches were also made by the Presidential Library Director Deputy for branches S. M. Makeev, Republic of Karelia National Library Director I. A. Dobrynina, acting as Director of Republic of Karelia National Archives I. A. Puteshova, research officer of Karelia State Local History Museum I. B. Stepanova.
“Republic of Karelia. In honor of 90th anniversary of the statehood” exhibition will be open until 24th of December.
Working meeting in the Republic of Mordovia
On the invitation of the assistant Chairman of the government, culture minister of the Republic of Mordovia P. N. Tultayev deputy director for branches S. M. Makeev visited the city of Saransk from 13 to 15 December, 2010.
During the working meeting with P. N. Tultayev was considered the project of reconstruction of the A. S. Pushkin National Library which will house in the territory of 1800 square meters (first and second floor) a regional center of the Presidential Library. In the course of the meeting a consolidated decision was elaborated to make changes to the project so that the full-scale work on reconstruction and equipment of the area will be carried out in accordance with the designed and approved project.
The opening of the regional branch of the Presidential Library is scheduled for 2012.
Director of Ryazan Regional Youth Library n. a. K. Paustovsky has undergone training in the Presidential Library
At the present Director of GUK “Ryazan Regional Youth Library n. a. K. Paustovsky” V. V. Suvorova undergoes training in the Presidential Library. The objective of the training is to establish business relationship, discuss the work on organization of a regional center of access to the information resources of the Presidential Library and issues of creation a regional branch of the Presidential Library in Ryazan Oblast.
During the training V. V. Suvorova met with the experts in different areas of activity of the Presidential Library. At the meeting she was consulted on the issues of organization and technical support for the regional access to electronic resources of the Presidential Library in Ryazan Oblast and the operation of the future regional branch.
Signing of agreement on cooperation with Volgograd Oblast Administration
9-10 December, 2010 a delegation of the Presidential Library visited the city of Volgograd.
December 10 in Volgograd Oblast Administration took place the signing of the agreement on cooperation between the Presidential Library and Volgograd Oblast Administration. The document has been prepared during the whole year. From the side of the Presidential Library the agreement was signed by Director General A. P. Vershinin, and from the side of Volgograd Oblast Administration – by the Volgograd Oblast Administration Head A. G. Brovko. The ceremony of signing was also attended by representatives of the Volgograd Oblast Administration, the Culture Committee of Volgograd Oblast, the Committee for Archives management, GU “Volgograd Oblast State Archives”, GUK “Volgograd Regional Universal Research Library n. a. M. Gorky”. The design of the Gorky Library after reconstruction was presented. The Library will house a Presidential Library regional branch.
The working meeting with the chiefs of GUK “Volgograd Regional Local History Museum” and the “Stalingrad Battle” State Historical and Memorial Culture Preserve were held to disuss the issues of collections digitization in order to include them as a regional content into the Presidential Library database.
The Presidential Library delegation also visited Volgograd Regional Universal Research Library n. a. M. Gorky which is now under reconstruction.
Primorye State Public Library employees have undergone training in the Presidential Library
6 – 11December, 2010 employees of GUK “Primorye State Public Library n. a. M. Gorky” V. V. Kim, Head of Information Technology Department and L. A. Shved, Head of Legal Information Department and of the Boris Yeltsin Presidential Library Center in Primorye Territory underwent training in the Presidential Library. The trainees arrived to the Presidential Library with a view to study organizational system of the Presidential Library, establish business relations, get to know the work pattern of the main departments of the Presidential Library. During the training they met with the heads of different areas of activity of the Presidential Library. The trainees have also worked with the Presidential Library resources in the Electronic Reading Room.
Working visit of the Director assistant S. M. Makeev to Dubna, Moscow Oblast
December 7, 2010 Director assistant for branches S. M. Makeev visited the town of Dubna, Moscow Oblast, on the invitation of its governor V. E. Prokh. The main objective of the visit was a consultation regarding the establishment in Dubna of an electronic reading room providing access to Presidential Library resources.
In the territory of a special economic area “Dubna” took place a working meeting assisted by A. E. Klubnikin, the assistant of Dubna Administration Head and Yu. A. Kryukov, vice-chancellor for information and innovations of the Nature, Society and Man International University.
S. M. Makeev informed the participants on the development of the network of branches and electronic reading rooms having access to the Presidential Library resources in the constituent territories of the Russian Federation. During the meeting was discussed an issue on a possibility of establishment of a similar electronic reading room in the territory of a special economic area “Dubna”. A possibility of establishment of an electronic reading room in the “Dubna” International University was also considered.
The administration of Dubna shall elaborate the corresponding proposals and submit them to the administration of Moscow Oblast.
Presidential Library’s Working visit to Ryazan Oblast: cooperation agreement signed

On November 22 2010 the Director General of the Presidential Library A.P. Vershinin, Deputy Director General for Branches S.M. Makeev and the Director General aide P.A. Kiselyov paid a working visit to the Ryazan Oblast.
On this day in Ryazan was signed a cooperation agreement concerning foundation of the Presidential Library’s regional branch in Ryazan Oblast.
Ryazan Oblast is preparing new specialists for work at the future regional branch of the Presidential Library. Twelve specialists from Ryazan Oblast have already received training at the Presidential library. A large array of digitized material was donated by Ryazan Oblast to make contribution to the development of the project marking 65th anniversary of Great Victory, launched by the Presidential Library.
The building to house the Presidential Library’s regional branch is expected to be completed by mid. 2011.
Under the signed agreement the parties agreed to concentrate joint efforts at foundation of the library’s full-scale branch considering preparedness of facilities and funding of equipment delivery in 2012.
Meeting of the Working Group on foundation of the Presidential Library’s regional branch in the Republic of Karelia
From November 17 - 18 2010 the Deputy Director General of the Presidential Library S.M. Makeev by the invitation of the Ministry of Culture of the Republic of Karelia paid a working visit to Petrozavodsk, where he took part in the meeting of the Working group focused on foundation of the Presidential Library’s branch.
The meeting took place at the Ministry of Culture of the Republic of Karelia. It brought together the Minister of Culture Ye. V. Bogdanova, as well as Deputy Ministers of Culture Ya. A. Borozdina and I.V. Akinina. High on the agenda was development of the regional branch of the Presidential Library in the Republic of Karelia under reached decisions and signed agreement on cooperation between the Presidential Library and the Government of the Republic of Karelia of June 7 2010.
S.M. Makeev also joined the meeting which kicked off at the National Library of the Republic of Karelia. Participants discussed the issue of digitization of selected materials within carried out inventory. The session was attended by the Director of the National Library of the Republic of Karelia I.A. Dobrynina, as well as librarians and representatives of the Ministry of Culture.
Finally at the end of his working visit S. M. Makeev visited the Petrozavodsk State University, where he familiarized himself with the Center of New Information Technologies and met with the Director of the Regional center N.S. Ruzanova. The meeting brought into focus the issue of cooperation between the Presidential Library and the Petrozavodsk State University under the signed agreement.
Meeting of the Working group on foundation of the Presidential Library’s regional center in Tver oblast
On November 12 2010 S.M. Makeev, Deputy Director General of the Boris Yeltsin Presidential Library for Branches arrived in Tver to participate in the meeting of the Working group for organizational issues of the Presidential Library’s branch foundation in Tver oblast.
Meeting of the Working group was held at the facility of the Tver Oblast Administration and was presided over by the Deputy Governor of Tver oblast O.I. Pishchulina.
S.M. Makeev delivered a report which brought into focus the expertise in setting up the Presidential library’s branches in regions of Russia, and answered questions addressed by the Working group members concerning requirements to facilities, organization of regional information sources inventory and cooperation within the framework of preparing the platform for a future branch of the Presidential library.
Within the framework of the meeting was discussed the draft of the plan of events on foundation of the regional center of the Presidential library in Tver oblast. As a result of discussion were given instructions on introduction of more precise definitions into the draft of the plan and its delivery with all necessary specifications at the next session of the working group. The regional center of the Presidential Library in Tver Oblast is expected to open in 2012.
Representatives of Chukchi autonomous okrug and Magadan region underwent a training in the Presidential Library
From October 28 to November 3, 2010 representatives of Chukchi autonomous okrug, the Head of Administration of Culture and Art A. A. Oskin, the leading expert of the Department of Art and Folk Arts under the Administration of Culture and Art I. V. Chernyavskaya and the Chief of the Regional center for access to the Presidential Library resources in Magadan Yu. E. Domrina, underwent a training in the Presidential Library.
The trainees assisted to the 1st theoretical and practical conference “Cultural heritage. Information resources integration: practice of creation of regional electronic information resources of cultural institutions” which took place in the Presidential Library on 28th of October.
During the training, representatives met with experts, working in different fields of activity in the Presidential Library. At the meetings were discussed organizational and technical issues related to creation of branches of the Presidential Library in Chukchi autonomous okrug and Magadan Oblast.
Tomsk State University experts underwent a training in the Presidential Library
15-20 November, 2010 a group of experts from Tomsk State University underwent a training in the Presidential Library.
The training objective was to discuss the issue of creation of a center of access to the information resources of the Presidential Library and establishment of a Presidential Library branch in Tomsk Oblast. During the training the experts got acquainted with the organization structure of the Presidential Library and the activities of its departments. Business relations have been established, the issues regarding the digitization of regional information resources and creation of bibliographic descriptions for digitized materials have been considered, along with the questions of transfer of the completed regional content to the main repository.
First scientific and practical conference at the Presidential Library: integration of information resources
The Boris Yeltsin Presidential Library has organized and held the First scientific and practical conference entitled “Cultural Heritage. Information Resources Integration: development of regional electronic information resources (EIR) of cultural institutions” on October 28 2010. The event was co-organized by the Federal Archival Agency, the Union of Russian Museums and the ELAR Corporation.
The conference was organized within the framework of implementation of resolutions adopted by the Council for Information Society Development in the Russian Federation under the President of Russia on July 8 2010. The conference brought together leading archives and institutions of cultural sector both of the federal level and regions of the Russian Federation.
The conference attracted over 150 representatives of administrations, heads of profile departments and regional cultural institutions (libraries, museums and archives) from more than 50 regions of Russia.
Within the framework of the conference were discussed the following issues:
- Current state and prospects of development of electronic information resources at libraries, archives and museums.
- State-of-the-art technologies in data creation, preservation, data management and providing access to digital information resources.
- Practice of information technologies introduction in cultural institutions and archives.
- The role and place of regional cultural institutions and archives in development of electronic information resources in the Russian Federation.
At the conference were delivered reports on the ongoing works targeted at foundation of the Presidential Library’s regional branch network in a number of RF regions.
During the event was signed the Cooperation Agreement between the Boris Yeltsin Presidential Library and the Russian State Historical Archive.
Consultation for specialists of the Presidential Library Regional Center, Magadan Oblast, launched via teleconference
A teleconference launched on October 20 2010 enabled Presidential Library leading specialists to give a one-hour live consultation for specialists of the Presidential Library Regional Center in Magadan Oblast. The consultation focused on development of the regional electronic information resource and its bibliography description for its further placement to the Presidential library’s data processing center.

Information Resources Integration: practice of regional electronic information resources (EIR) creation of cultural institutions”. The conference will be held on October 28 2010 at the Presidential Library: St. Petersburg, Senate Square, 3.
Conference will bring into focus the following issues:
1. Current state and prospects of electronic information resources creation at libraries, archives and museums.
2. State-of-the-art technologies for data creation, preservation, and management and providing access to digital information resources.
3. Practice of information technologies introduction in cultural institutions and archives.

The conference will bring together leading archives and institutions of cultural sector both of the federal level and regions of Russia. Representative of the V.D. Fyodorov Kemerovo Regional Scientific Library received training at the Presidential Library
On September 28 – October 8 2010 A.A. Chekmaryov, head of the department of the V.D. Fyodorov Kemerovo Regional Scientific Library, received training at the Presidential Library. The trainee arrived in order to familiarize himself with organizational structure of the Presidential Library, technologies of work of its chief units, as well as to discuss the possibility of foundation of the regional center which would ensure access to information resources of the Presidential Library in Kemerovo Oblast, and establish business contacts. Within the framework of the training A.A. Chekmaryov studied the process of digitization of editions and further processing of available material, the technology of the digital content creation. During the meetings with specialists of the Presidential Library were discussed organizational and legal issues concerning the foundation of regional branches.
As a result of the training were outlined further actions for foundation of the Presidential Library’s branch in Kemerovo Oblast.
Project of the Presidential library’s branch in Moscow Oblast discussed at the library
On September 30 2010 the Deputy Minister of Culture of Moscow Oblast S.N. Gorushkina paid a visit to the Presidential library in order to discuss the prospect of foundation of the Presidential library’s regional branch in Moscow Oblast. At the meeting with S.M. Makeev, Deputy Director General of the Presidential Library for Branches and specialists of the Presidential library the spotlight was turned to the architectural and engineering solutions of the future branch.
The branch of the Presidential library is supposed to open in the city of Pushkino, Moscow Oblast in the part of the building, which is to be brought into service in October 2010.
Delegation of Penza Oblast visits Presidential library
On September 28 2010 the Presidential library welcomed a delegation of Penza Oblast, which included V.B. Melnikov, Deputy Minister of Culture and Archives of Penza Oblast and L.G. Lutikova, Chief Architect, “Grazhdanproekt” Ltd.
Representatives of the delegation familiarized themselves with the work of the Presidential library. Within the framework of the working meeting with S.M. Makeev, Deputy Director General of the Presidential Library for Branches, participants discussed the planning of the project of the Presidential library’s branch in Penza Oblast, technological placement of equipment, as well as legal issues and funding.
The branch of the Presidential library is expected to be launched at the new building of M.Yu. Lermontov Penza Regional Library (currently under construction) in the micro-district Arbekovo, which covers the area of 2000 square m. The new building is to be put into service in 2011.
Foundation of the Presidential Library’s regional branch under the spotlight at the meeting with the Volgograd Oblast Governor
On September 22 - 24 2010 S.M. Makeev, Deputy Director General of the Presidential Library for Branches, arrived to the Volgograd Oblast with a working visit.
On September 23 in the Volgograd Oblast Administration S.M. Makeev met with the Governor A.G. Brovko. The meeting was also attended by the Chairman of the Volgograd Oblast Administration Committee for Culture V.P. Grepfner.
High on the agenda of the meeting was foundation of the Presidential Library’s regional branch in Volgograd Oblast at the M. Gorky Volgograd Oblast Universal Scientific Library. The library’s building is currently being renovated. In 2010 the regional budget has allocated 66 million rubles to complete the works. The design-project of the Presidential library’s regional branch is ready.
During the meeting participants highlighted the results of a joined work spanning several months from January – April 2010, which was aimed at digitization of materials to mark the 65th anniversary of Victory in the Great Patriotic War.
The M. Gorky Volgograd Oblast Universal Scientific Library collected materials from local information centers, which contributed to the development of the Presidential library’s project, launched to celebrate the 65th anniversary of Victory in the Great Patriotic War.
Participants brought into focus implementation of an initiative launched by Volgograd Oblast Governor, which consists in creation of the “Victory” national center and possible joint projects with the Volgograd Oblast Administration in this field.
At the meeting with the Governor was discussed the possibility of the report on creation of the Presidential library’s regional branch to be delivered at the session of heads of the Southern Federal District regions.
S.M. Makeev took part in celebration of the 110th anniversary of the M. Gorky Volgograd Oblast Universal Scientific Library. As a result of the visit to Volgograd Oblast an agreement on cooperation in digitization of regional information resources was signed.
Presidential Library delegation visits Jewish Autonomous Oblast
On September 15th 2010 as a part of the visit to the Far Eastern Federal District the Presidential Library delegation including the Director General A. P. Vershinin and the Director Deputy for branches S. M. Makeev arrived to the Jewish Autonomous Oblast. In the city of Birobidzhan took place a working meeting with the Head of Government of the Oblast I. N. Pinchuk, the Deputy of the Head of the Oblast Culture Department S. S. Troms, the Director of Birobidzhan Regional Research Library n. a. Sholem Aleichem O. P. Zhuravlyova and the Head of the Oblast information and analytic department N. I. Samoylova. During the meeting at Birobidzhan Regional Research Library n. a. Sholem Aleichem the issues of creation of a Presidential Library regional center were discussed. The projects of creation were presented by the Jewish Autonomous Oblast working group formed in accordance with the instruction of the Council under the authorized representative of the RF President in the Far Eastern Federal District. The plans for development of regional information resources were also discussed.
The documents of the Jewish Autonomous Oblast working group stating the results of the meeting will be presented for approval to the Presidential Library specialists.
Presidential Library working visit to the Far Eastern Federal District: cooperation agreement with Magadan Oblast signed
September 13 – 17, 2010 the Presidential Library delegation including the Director General A. P. Vershinin and the Director Deputy for branches S. M. Makeev visited the Far Eastern Federal District. In Magadan Oblast the delegation worked on 16-17 September.
In accordance with the resolution approved at the meeting of the Council under the authorized representative of the RF President in the Far Eastern Federal District which took place on the 1st June, 2010 in all consequent territories of the district the creation of regional branches of the Presidential Library was set up.
In order to carry out this resolution on September 16th, 2010 in Magadan Presidential Library Director General A. P. Vershinin and Magadan Oblast Governor N. N. Dudov signed the agreement on cooperation in creation of a Presidential Library regional center.
On the basis of Magadan Regional Universal Research Library n. a. A. S. Pushkin a range of works on preparation of the facilities for housing the future branch of the Presidential Library: areas are prepared, some working places for housing a regional center as the first stage of creation of the future branch were organized.
Upon the signing of the agreement on cooperation the Director General of the Presidential Library A. P. Vershinin met with Magadan Oblast governor N. N. Dudov. During the meeting Mr. Dudov informed Mr. Vershinin on allocation of funds from regional budget for the regional center development. Magadan Oblast is ready to participate in elaboration of joint federal projects in the framework of the signed agreement.
The same day a meeting with the heads of cultural institutions and regional archive was held. The topic of the meeting was collaboration with regional archives and cultural institutions of Magadan Oblast in the issues of development and integration of electronic resources.
Meeting on organization of a Presidential Library branch in Volgograd region
16-17 August, 2010 the Director General Deputy S. M. Makeev made a working visit to Volgograd region. During the visit a meeting on the issue of organization of a Presidential Library regional branch in Volgograd region took place in the Department of Culture of Volgograd region. The meeting was presided by T. On’kova, the acting president of the Committee for Culture of Volgograd region. The meeting was attended by Committee for Culture specialists as well as representatives of administration of the regional library that will host the regional branch.
Ms. On’kova informed all the present that under a law of Volgograd region ‘On the regional budget for 2010 and plan period of 2011 and 2012’ Volgograd region assigned 66,58 million rubles for capital repairs of the regional library facilities meant for housing the Presidential Library branch. The attendees were also informed that the expertise of the repair works project was carried out and in accordance with the project selection of a contractor that will carry out the repairs has started.
Mr. Makeev informed the attendees on the course of works regarding the creation of the Presidential Library branches and the results of the work done in 2009-2010. Video presentation ‘Boris Yeltsin Presidential Library’ was made and the questions regarding the development of the Presidential Library network in the constituent territories of RF were answered.
During the second part of the meeting video presentation of design project of a Presidential Library branch was made and discussed. In particular, the issue of lack of access into the facilities of the future branch by disabled persons was discussed due to the fact that the branch will be located on the 4th floor. The solutions of the problem were proposed (using of the elevator and need for its repair).
This part of the meeting was also attended by some regional mass media representatives who also asked questions regarding the development of Volgograd region.
After a break the meeting continued in Gorky Volgograd Regional Universal Research Library where solutions for planning areas of the future branch were discussed. The issues of the regional information content development were also discussed during the meeting. Volgograd region has taken part in the “65th anniversary of Victory in Great Patriotic War” project. As a result of the meeting, inventory of regional sources, including the regional archives holdings, will be made in order to select content for future digitization.
Regular meeting of the Working group for creation of the Presidential Library branch in Chuvash Republic
The regular meeting of the Working group for creation of the Boris Yeltsin Presidential Library branch was held in the National Library of Chuvash Republic. The meeting covered the issues of preparedness of premises for the branch as well as preparatory events for the branch opening. The branch will occupy the premises of the first floor of the extension to the Chuvash Republic National Library. The area of the premises allotted for the branch exceeds 1000 square meters. At the present the premises undergo decoration work and are 90% ready.
The Chuvash Regional Center providing access to the Presidential Library resources has made the inventory of the documents held by libraries, museums and archives of Chuvash Republic. The digitization of the materials in accordance with the acquisition profile of the Presidential Library will begin when the inventories are approved.
General Director Deputy S. M. Makeev working visit to Kirov region: development of agreement on cooperation
July 15 to 18, 2010 General Director Deputy S. M. Makeev visited Kirov region on the invitation of Chairman of the government of Kirov region A. A. Galitskyh.
The goal of the working visit was to elaborate the agreement on cooperation regarding the creation of a Presidential Library branch in Kirov region which will be signed by the Boris Yeltsin Presidential Library Director General and Kirov region governor.
Working meetings were held at the building site (extension to the A. I. Herzen State Universal Research Library of Kirov) where the regional branch of the Presidential Library will be housed. Technical consultations with experts in the context of the proposed specification of hardware-based complex of the future branch took place. At the moment the appraisal of project documentation on the changes being made due to the decision to house the Presidential Library branch in the extension to the building of A. I. Herzen State Universal Research Library of Kirov is being completed. Taking into account the proposed planning and approval by the project appraisal the area for housing the regional branch will be prepared by December of 2010.
In order to discuss the issues of digitization of the regional information resources, a meeting with the representatives of the regional archives and A. I. Herzen State Universal Research Library of Kirov was held. There were also discussed the questions of inventory made with a view to reveal the holdings corresponding to the acquisition profile of the Presidential Library, as well as organizational and technical preparation for the coming digitization.
In order to organize the transfer of the digitized resources to the Presidential Library holdings, in the course of the working visit there was elaborated an agreement on cooperation between the Presidential Library and A. I. Herzen State Universal Research Library of Kirov signed by S. M. Makeev and Director of the A. I. Herzen State Universal Research Library of Kirov N. P. Guryanova. This framework document will enable to develop the holdings.
Experts from K.G. Paustovsky Regional Youth Library of Ryazan underwent a training in the Presidential Library
July 5 tо 16, 2010 a group of experts from K.G. Paustovsky Regional Youth Library of Ryazan underwent a training in the Presidential Library. The experts came to the Presidential Library with a view to get to know the organizational and functional structure of the Library, study the work technology of the primary subdivisions, discuss the issues of organization a branch in Ryzan region as well as to establish business contacts. Meetings with the heads of different areas of the Presidential Library activity. During the meetings the experts from Ryazan got acquainted with the organizational and functional structure of the Library, with the work technology of the primary subdivisions and discussed technical and organizational issues of creation of a Presidential Library branch in Ryzan region. The experts took part in interactive seminar “Russia in 21st century: in search of the national development strategy” which was held in the Boris Yeltsin Presidential Library on July 7, 2010. They also attended the all-Russian theoretical and practical conference “Libraries activity on popularization of the Russian Federation symbols” where they addressed the meeting on the experience of popularization of the state and municipal symbols of Ryazan region.
Interactive seminar at the Presidential Library and National Library of Chuvash Republic: in search of the national development strategy
On July 7, 2010 as a part of the signed agreement on cooperation between the Presidential Library and Chuvash Republic a seminar “Russia in XXI century: in search of the national development strategy” took place at the Presidential Library building and the National Library of Chuvash Republic in a form of videoconference. In the Presidential Library the seminar was attended by the St. Petersburg State University professors, in the National Library of Chuvash Republic – V. S. Kuznetsov, Chuvash Republic President Advisor, V. L. Inozemtsev, Postindustrial Society Research Center Director, I. V. Kustarin, Chuvash Republic Chamber of Commerce and Industry Chairman and representatives of some higher education institutions of Chuvash Republic. Those present tried to elaborate a national concept and strategy of the development of Russia during the years to come.
The seminar was held as a part of social scientific and enlightening project “Modernization and innovational development in the world and in Russia: theory and practice” initiated by Chuvash Republic Development Strategy Committee.
Delegation from Kirov region visited the Presidential Library
On July 1, 2010 a delegation from Kirov region paid a working visit to the Presidential Library. Among the guests, A. I. Hertsen Kirov Regional Scientific Library Director N. P. Guryanova, Director Deputy S. N. Budashkina and S. I. Kozlovsky. During the meeting with the Presidential Library Director Deputy S. M. Makeev the visitors discussed the issues of organization of a Library branch in Kirov region as well as the questions regarding the inventory of regional information resources and their future digitization in order to develop the database of the Presidential Library.
The guests also met the Director General of the Library A. P. Vershinin. They discussed the problems of preparation of facilities to house a Presidential Library branch, selection of regional information resources and their future digitization and signing of agreement on cooperation between the Presidential Library and Kirov region.
Presidential Library Working group visits Tyumen region
June 23-25 a Working group from the Presidential Library visited the D. I. Mendeleev Regional Scientific Library of Tyumen in order to discuss the issues of organization of Tyumen regional branch of the Presidential Library. The Working group was led by the Presidential Library Reserve Center Director Yu. P. Pimoshenko. The group included: the Head of Information Resources Development and Processing Department E. B. Gruznova, the Head of Software Support for Information Resources Creation, Preservation and Use Yu. G. Selivanov and a lawyer of FGU ‘Administration for Buildings Maintenance in the North-Western federal district’ E. A. Perova.
During the working meeting with the representatives of Tyumen region Culture Committee and Tyumen Regional Scientific Library the following problems were discussed: personnel support for the Tyumen regional branch of the Presidential Library; order of assignation and use of its facilities; regional branch activities; content definition and order of use of the Presidential Library electronic content by Tyumen regional branch.
As a result of the meeting a protocol was signed, on the part of Tyumen region administration as well, represented by the Tyumen region Culture Committee Chairman E. S. Neginsky. On the part of the Presidential Library the document was signed by Yu. P. Pimoshenko. The projects of the following documents have been elaborated: project of the statute of the Presidential Library Tyumen regional branch; project of the branch management policy; project of personnel arrangements of the branch; a list of property intended for transfer to the Tyumen regional branch and provisional expenses for the regional branch maintenance.
Working visit to Republic of Karelia: cooperation agreement signed
From June 6 to 9 in the framework of the working visit the Director General of the Boris Yeltsin Presidential Library Alexander P. Vershinin, Deputy Director General for Branch Work Sergei M. Makeev and the Assistant Director General Pavel A. Kiselev arrived to the Republic of Karelia.
On June 7 2010 in Petrozavodsk the Director General of the Presidential Library, Alexander P. Vershinin, and the Head of the Republic of Karelia, Sergei L. Katanandov, signed a Cooperation Agreement on setting up the Presidential library’s branch in the Republic. Karelia will become another region of Russia to officially join the program on foundation of the Presidential Library’s regional centers.
“By signing this agreement we lay the foundations for the gradual collaboration in the information area and creation of the Presidential Library’s regional center in the near future”, - Alexander P. Vershinin said at the end of the ceremony.
The signing of the agreement is timed to the celebration of the 90th foundation anniversary of the Republic of Karelia.
Working visit of the Boris Yeltsin Presidential Library’s delegation to the Siberian and Far-Eastern Federal Districts
From May 28 to June 4 2010 in the framework of the working visit the Director General of the Presidential Library Alexander P. Vershinin, the Deputy Director General for Branch Work Sergei M. Makeev and the Assistant Director General Pavel A. Kiselev arrived to the Siberian Federal District and the Far-Eastern Federal District.
Within the framework of the working trip to Krasnoyarsk the Presidential library’s delegation met with representatives of the Krasnoyarsk Krai Administration and representatives of the Siberian Federal University (SFU). During the working meeting at the SFU participants discussed a wide range of issues: opening of the Presidential Library’s Electronic Reading Room at the SFU; joint projects, including the project for creation of social and educational content of the SFU electronic library for development of human capital of Krasnoyarsk Krai; as well as preparation of electronic copies of documents in accordance with the Presidential Library’s acquisition profile.
On May 30 representatives of the Presidential Library met with the Chairman of the Legislative Assembly of Krasnoyarsk Krai A. V. Uss.
On June 1 the Presidential Library’s delegation took part in the Council’s session under the Plenipotentiary Envoy of the RF President in the Far-Eastern Federal District, held in Khabarovsk. The session brought together heads of regions and directors of regional libraries. High on the agenda was opening of the Presidential libraries’ branches in the Far-Eastern District. Alexander P. Vershinin delivered a report entitled “On creation of the Boris Yeltsin Presidential Library’s branches in the Far-Eastern Federal District”. At the end of the session participants came to an agreement to launch functions, aimed at creation of the Presidential library’s branches in the Far-Eastern Federal District.
At the Khabarovsk State Institute of Arts and Culture representatives of the Presidential Library had a meeting with S. N. Skorinov, the institute’s rector.
The session at the Khabarovsk Krai Universal Scientific Library was mounted on the same day. It brought together over 20 specialists of different organizations, representing regions of the Far-Eastern Federal District. Within the framework of the session participants highlighted issues regarding the foundation of the branch network in regions of the Far-Eastern District and digitization of regional information resources.
On June 2 took place the meeting with Deputy Chairman of Government of Khabarovsk Krai O. I. Lekhovitser and Minister of Culture of Khabarovsk Krai A. V. Fedosov.
The delegation of the Presidential library also had a meeting with the Head of the Archives Department of Khabarovsk Krai, T. A. Shevchik, and paid a visit to the Khabarovsk Krai State Archives.
On June 3 at the Far-Eastern State University kicked off a meeting with the university’s rector V. I. Kurilov. The meeting took place at the Institute of Scientific Information – the Far-Eastern State University’s Fundamental Library.
The meeting with the rector of the Maritime State University S. A. Ogai brought into focus the development of the joint project of the University and the Presidential library: voyage of the sailing vessel “Nadezhda” (“Hope”) around the Pacific Ocean, timed to the APEC (Asia-Pacific Economic Cooperation) summit in 2012.
On the same day within the framework of the meeting of the Library’s delegation and the Chairman of the Legislative Assembly V. V. Gorchakov and the Head of the Department of Culture of Primorsky Krai, P. L. Semin, participants exchanged ideas on the role of the Presidential library’s branches in Primorsky Krai.
The Presidential Library’s delegation visited the Primorsky Krai State Archives, where they met with the Archives’ director A. S. Pasevich.
Presidential Library Director Deputy for branches S. M. Makeev working visit to Moscow
On May 18, 2010 the Presidential Library Director Deputy for branches S. M. Makeev went to Moscow on business trip. In the framework of the visit Mr. Makeev met with the Vice-Chairman of the Federation Council of Russia, a member of the Federation Council Committee for social policy and public health, a member of the Federation Council Committee for control of Federation Council activity, the representative of executive body of the state power of Sakha Republic (Yakutia) M. E. Nikolayev.
In the course of the meeting were discussed the issues of preparative work for the Knowledge Day event in the Presidential Library on September 1, 2010 and the possibility of Mr. Nikolayev addressing the meeting.
There were also held consultations with Economy Minister of Moscow region V. B. Krymov regarding creation of a Presidential Library branch in Moscow region.
Business trip of Presidential Library Director Deputy S. M. Makeev to Perm krai
On May 4-6, 2010 the Presidential Library Director Deputy for branch work S. M. Makeev visited Perm krai to discuss the possibility of creation a Presidential Library branch there.
In the course of the working visit S. M. Makeev met with V. B. Vaisman, the Culture Minister Deputy for youth policy and mass communications of Perm krai; S. G. Sychev, the Head of Agency on Arhives; N. P. Lobanova, a representative of Agency on state institutions management of Perm krai and the Director of GKU ‘The State Archives of Perm krai’; N. S. Khokhryakova, the Director of Perm State Regional Universal Library n. a. A. M. Gorky.
During the meetings had been discussed the issues of creating a Presidential Library branch on the basis of Perm regional library n. a. A. M. Gorky and organization of work on retrieving regional information resources in view of their digitization in accordance with the Presidential Library requirements.
Study course of G. D. Garifullina, the Director Deputy for library services automation of Kirov Regional Universal Research Library n. a. A. I. Hertzen at the Presidential Library
April 19-30, 2010 G. D. Garifullina, the Director Deputy for library services automation of Kirov Regional Universal Research Library n. a. A. I. Hertzen had underwent a study course in the Presidential Library. The object of the training was the firsthand acquaintance with the Presidential Library work especially regarding the development of digital content; discussion of a Presidential Library branch office creation in Kirov region; establishment of business relations. G. D. Garifullina met with the heads of the Presidential Library various subdivisions. During these meetings Ms. Garifullina had a possibility to study the Presidential Library organizational structure and the activities of its major subdivisions, as well as discussion of technical and organizational issues regarding the creation of a Presidential Library branch office in Kirov region.
Working meeting on the issue of creation Presidential Library branches in the constituent territories of the North-Western federal district
On April 29, 2010 in the Presidential Library took place the meeting on the issue of creation of the Library’s branches in the territories of the North-Western federal district (SZFO). The meeting was attended by the assistant to the RF President authorized representative in SZFO Makarov E. I., vice-governors and deputies to the heads of RF territories in SZFO, Culture Ministers and Departments Heads of RF territories in SZFO. In the course of the meeting the following speakers made their presentations: the Head of Information resources development and processing Gruznova E. B., Director Deputy for branches Makeev S. M., Director for the state and public organizations relationship of OOO ‘Microsoft Rus’ Yershov P. V. At the end of the meeting the assistant to the RF President authorized representative in SZFO Makarov E. I. suggested to the representatives of SZFO regional administration to speed up the creation of the Presidential Library branch network.
Study course of Novosibirsk Regional Universal Research Library at the Presidential Library
April 12-16, 2010 the representatives of the Novosibirsk Regional Universal Research Library – Director Deputy for scientific work S. A. Amelchenko, Director Deputy for automation V. V. Dashchenko, a librarian N. M. Usoltsev - had underwent a study course in the Presidential Library. The object of the training was the study of the Presidential Library organizational structure, establishment of business relations, discussion of issues regarding the creation of a regional center that will provide the access the information resources of the Presidential Library, study of methods and technologies applied in the Presidential Library for the development of its digital content. As a result of the training the parties have determined the principal tasks for 2010 regarding the creation of a Presidential Library branch office on the basis of the Novosibirsk Regional Universal Research Library and organization of the regional content digitization process.
The Director Deputy S. M. Makeev assists to the work group meeting on a Presidential Library branch organization in Karelia Republic
14-16 April, 2010 the Director Deputy S. M. Makeev went on a business trip to Petrozavodsk in order to assist to the work group meeting with view to set up a branch of Boris Yeltsin Presidential Library in Karelia Republic. The work group composition was approved by the instruction of Karelia Republic authorities of February 8, 2010 N 35р-П.
On April 15 took place a meeting presided by the Prime minister deputy of Karelia Republic government V. D. Boynitch. The meeting was assisted by the first deputy of Karelia Republic Construction minister A. V. Efimov, the Culture Minister deputy of Karelia Republic Ya. A. Borozdina, the Head of architect group of ZAO ‘Project Institute “Karlproyekt” V. N. Kuspak, FGUP GlavNIVTS RF President’s Affairs office representatives A. A. Maksimov and Yu. V. Osipova, the Karelia Republic National Library director I. A. Dobrynina. During the meeting was discussed the idea of housing the Presidential Library branch in the annex of the National Library building; the issues of architect and project designs. The meeting members came to the agreement on the branch planning realization and the Construction Ministry of Karelia Republic was given an assignment to elaborate the project documentation according to the decisions reached.
Besides at the meeting was discussed the issue of digitization of the regional content and preparation of work plan for 2010-2011.
In the afternoon there was held a meeting the State Local History museum of Karelia assisted by the Archives Department and the Culture Ministry of Karelia representatives. During the meeting was discussed the issue of inventory and further digitization of regional information resources.
The working visit to Chuvash Republic and Nizhny Novgorod
5-8 April the Director Deputy for branches S. M. Makeev spent with a working visit in Chuvash Republic and Nizhny Novgorod.
On 6 April in Chuvashia took place the meeting of a working group in regards of creation of a Presidential Library branch in Chuvash Republic. The working group was formed under the order of Chuvashia Cabinet of Ministers from March 30, 2010 N 92-p. The meeting was presided over by the working group chairperson, the Culture Minister of Chuvashia R. M. Lizakova. In the course of the meeting were discussed the issues of the design statement with ‘Chuvashgrazhdanproyekt Design Institute’ plc. Considered was the idea of installing a Presidential Library branch on the first floor of the extension of the Chuvashia National Library building.
On the same day S. M. Makeev met with the acting President of the Chuvash Republic government N. V. Suslonova.
7-8 April S. M. Makeev hold the session ‘Information and communication technologies in public libraries’ as a part of the International ‘ITForum 2020 Informational society’. The session took place in the State regional universal academic library n. a. V. I. Lenin of Nizhny Novgorod. The session was assisted by the directors of municipal libraries of Nizhny Novgorod region, the directors of the regional libraries of Yekaterinburg, Saransk, Cheboksary, Yoshkar-Ola. On the whole there were over 150 participants.
The representatives of Komi Republic National Library undergo a study course in the Presidential Library
From March 23 to April 2, 2010 G. A. Issar, the director deputy for information and technology and K.I. Leongard, Scanning and Program-technical solutions from Komi Republic National Library underwent a training in the Presidential Library. The training objective was to obtain an integral notion of the Presidential Library activities, the development of its digital holdings in particular, the remote and local access to it, the study of possible ways of cooperation with the Presidential Library, the defining of major stages of a branch creation and the discussion with the Presidential Library direction the project presented by the National Library of Komi Republic regarding the opening of a branch. The representatives of the National Library met the heads of various areas of the Presidential Library activities. As a result of the study course they have established working contacts with the heads of the Presidential Library subdivisions and outlined a plan of actions in order to create a Presidential Library branch in Komi Republic.
The working visit to the Far East federal district
From March 28 to April 1, 2010 S. M. Makeev, the General Director Deputy for branches’ work visited the city of Khabarovsk. S. M. Makeev met with V. I. Ishaev, the authorized representative of the RF President in the Far East federal district. During the meeting they discussed the issues of the project development for organizing the network of branches of the Presidential Library in the Far East federal district. It was decided to hold a conference in the representative office of the RF President in the Far East federal district in the end of May assisted by the governors of all the regions of the district. The objective of the conference will be to draw up the particular plan for the Presidential Library branch network development in the regions of the Far East federal district.
Besides S. M. Makeev took part in ‘The digital government. Regional priorities.’ district conference. He addressed the meeting on the development of the Presidential Library branch network in the Far East federal district.
The conference was assisted by the vice-governors and the local authorities’ deputies of all the regions of the Far East federal district. They were consulted on the realization of the project on creation of the Presidential Library branches in these regions.
In the course of the visit S. M. Makeev also met with V. P. Kazachenko, the vice-mayor of Khabarovsk; I. V. Filatkina, the Director of the State Academic Library of the Far East and V. B. Ampilogova, the Director of the Regional Universal Academic Library n. a. A. S. Pushkin.
The Council meeting presided by the authorized representative of the RF President in the North-Western federal district
On March 26, 2010 the Presidential Library hosted a Council meeting presided by the authorized representative of the President of the Russian Federation in the North-Western federal district. The guest meeting was attended by the authorized representative of the President of Russian Federation in the North-Western federal district I. I. Klebanov, the assistant to the authorized representative of the President E. I. Makarov, the Head of Karelia Republic S. L. Katanandov, the governor of Novgorod region S. G. Mitin, the deputy of the Chairman of government of Kaliningrad region S. O. Buchel’nikov, the assistant to the Head of Komi Republic A. V. Lobanov, the representative of Komi Republic in the North-Western region V. F. Kyurshin, the Head of Vologda region mission, the governor deputy of Vologda region V. V. Medvedev, the vice-governor of Arkhangelsk region V. L. Sukhoborov. The members of the meeting assisted to the address of S. M. Makeev, the General Director Deputy for branches’ work, on the projects of development of the Presidential Library branch network in the North-Western federal district.
The working visit of S. G. Gorshenin to the Presidential Library
On March 22, 2010 S. G. Gorshenin, the assistant to the president of Orenburg region government, visited the Presidential Library. An introductory excursion around the Library building was organized for him. Then S. G. Gorshenin met with the Director General’s assistants P. G. Tereschenko and S. M. Makeev. During the meeting the parties discussed in detail the issue of organizing a branch of the Presidential Library in Orenburg region.
Orenburg region: discussion of the issues related to the foundation of a Presidential Library branch
From February 24th to 26th, 2010 the deputy director for branches S. M. Makeev went with a working visit to Orenburg region. In the course of the visit were discussed the plans for organization of a Presidential Library branch in Orenburg region.
The negotiations were held with the vice-president of Orenburg region government S. G. Gorshenin. Also took place the consultations and meeting with A. I. Rublev, the administration head of the Culture Ministry, public and foreign relations of Orenburg region, L. P. Skovorodko, the director of N. Krupskaya Orenburg regional universal scientific library, N. A. Eremina, the director of Orenburg regional local history museum.
In Orenburg State University S. M. Makeev negotiated with V. P. Kovalevsky, the University chancellor. The negotiations were also assisted by V. V. Bykovsky, the vice-chancellor for informatisation. S. M. Makeev was showed around the University and its scientific library.
At the end of the day he met with A. A. Chernyshov, the Orenburg region governor. During the meeting were discussed the issues of creating a Presidential Library branch in Orenburg region.
The discussion of issues regarding a Presidential Library branch creation in Kirov region
From September 17th to 19th of 2010 the Director Deputy for branches S. M. Makeev visited the Kirov region. In the course of the visit were discussed the possibilities of giving up one of the floors of the extension to the Kirov State Universal Scientific library n. a. A. I . Hertsen for the Presidential Library branch.
Mr. Makeev consulted and met with the President deputy of the Kirov region government A. A. Galitskikh, the Head of the Construction and Architecture department V. P. Grebenkin, the Head of the Culture department of Kirov region V. A. Mikruykov, the director of the Kirov State Universal Scientific library n. a. A. I . Hertsen N. P. Guryanova. Also there was held a work meeting with the Kirov region governor N. Yu. Belykh. During the meeting were discussed the issues of a Presidential Library branch creation in the Kirov region.
Virtual meeting of St. – Petersburg and Tyumen pupils
On February, 16 the Presidential Library held a live telecast meeting with the winners of the 3rd regional round of the All-Russian Olympiad, which brought together pupils of Tyumen, students of the Military Space Cadet College and pupils of the “élite school gymnasium” of St. –Petersburg. Among the participants of the virtual conference was V. P. Melnik, academician, Chairman of the Presidium of Tyumen Scientific Center of the Siberian branch of the Russian Academy of Sciences (RAS) and rector of the Tyumen State Institute of Regional Educational Development O. V. Roitblat. Within the framework of the meeting the participants worked out the “Formula for success” and viewed the interview with the academician V. P. Melnikov.
Cooperation with the Siberian Federal University: the protocol on intentions signed
In the period of February 10th -14th 2010 the deputy director for branches S. M. Makeev went on a business trip to Krasnoyarsk Territory.
During the visit was signed a protocol on intentions to create the Electronic Reading Room of the Presidential Library on the basis of the Siberian Federal University Scientific Library. The protocol was signed at the opening ceremony of an unique digital library of the Siberian Federal University. It is one of the most complex and wide-ranged University projects. The library provides an opportunity for 1300 people to work simultaneously. It contains 900 thousand volumes. The electronic resource provides the remote access to over 50 million documents. However the main particularity of the library is the high-technology equipment for digitizing the library collections. There is nothing similar in the Territory.
The signing of the protocol on intentions was assisted by the president of the general court of Krasnoyarsk Territory A. V. Uss.
Developing the youth area of cooperation with regions: participation in the seminar ‘The young managers in the librarianship’
The Presidential Library delegation including E. V. Savanets and S. Yu. Morosov took part in the young librarians’ workshop ‘Young managers in the librarianship’ held on February 13-14 in Ryazan’ region. The Presidential Library experts gave talks on ‘The Boris Yeltsin Presidential Library’ and the projects to be realized in 2010. This form of cooperation with regions developing the youth area will be put into practice while creating the regional branches of the Presidential Library.
Working visit to Mordovia Republic
Within the period from February 3 to February 5, 2010 the deputy director for the branch work S.M. Makeev visited the Republic of Mordovia.
In the course of the meeting with the head of Mordovia Republic N.I. Merkushin were discussed the projects of creation of a Presidential Library branch in Mordovia Republic. According to N.I. Merkushin there is a possibility to use for this objective the facilities of A.S. Pushkin National library. The new building of the library will be completed this year and the old one will reconstructed in 2011 with due regard for technical requirements for a Presidential Library branch. The entire area of the branch can reach 1600 m2. according to the plan the Presidential Library branch will be opened in Mordovia by the beginning of 2012.
Participation of the Deputy Director S.M. Makeev in the activities of the Coordination Council for culture of the “Siberian agreement” Inter-regional Association
On January 29, 2010 in Novosibirsk the Deputy Director of the Presidential Library S.M. Makeev took part in the activities of the Coordination Council for culture of the “Siberian agreement” Inter-regional Association. He addressed the meeting ‘On the regional branches of FGBU Boris Yelstin Presidential Library development’. He also met with the Administration Head of Novosibirsk region A.G. Filichev, the Head of Department for Culture of Novosibirsk region N.V. Yaroslavtseva, the Director of Novosibirsk State regional research library S.A. Tarasova. The operational meeting regarding the organization of a Presidential Library branch on the basis of Novosibirsk State regional research library was held. In the evening Mr. Makeev met with the governor of Novosibirsk region V.A. Tolokonsky.
Guest conference of the Council of St.-Petersburg Institutions of higher education chancellors in the Presidential Library: discussion of the joint projects
On January 27, 2010 the Presidential Library housed a guest conference of the Council of St.-Petersburg Institutions of higher education chancellors. A videoconference with the virtual participation of Tyumen Institutions of higher education chancellors took place. The videoconference participants were informed on and discussed the issues relating to the joint projects of the Presidential Library and St.-Petersburg and Tyumen Institutions of higher education for 2010. In particular they discussed the project ‘The Knowledge Day in the Presidential Library on September 1, 2010’.
To explore the technological potential of the Presidential Library
As a part of the signed agreement on cooperation with Chuvash Republic, from January 25 to February 5, 2010 the deputy director for informatization of the National library of Chuvashia, Ms. G. A. Byukova will undergo the training course in the Presidential Library. The objective of the training is to explore the technological potential of the Presidential Library and take part in the project preparation for the regional branch development.
Working visit of the Head of the Culture Department of Kirov region, V.A. Mikruykov, to the Presidential Library
On January 22, 2010 the Head of the Culture Department of Kirov region, V.A. Mikruykov visited the Presidential Library. During his meeting with the Director General P.A. Vershinin, V.A. Mikruykov informed that the Kirov region administration was planning to prepare the facilities for housing the regional branch of the Presidential Library. The sides agreed on a mutual project development regarding the branch organization by means of a working group.
Working visit of the Culture Minister of Mordovia Republic to the Presidential Library
On January 14, 2010 P.N. Tultaev, the Culture Minister of Mordovia Republic, visited the Presidential Library. During his meeting with the Director General A.P. Vershinin were discussed the plans on organization of a regional branch of the Presidential Library in Mordovia Republic.
A session of the working group on a Presidential Library’s branch creation took place in Ryazan’
On the instruction of the Ryazan’ region governor O.I. Kovalev, were approved the members of the working group for creation of the Boris Yeltsin Presidential Library’s branch in Ryazan’ region. On January 12, 2010 took place the first session of the working group with the participation of S.M. Makeev, the Director General deputy for branches.
The agreement on cooperation with Chuvashia Republic signed
During the visit of the Director General A.P. Vershinin to Chuvashia Republic from 23 to 27 of November, 2009 was signed the agreement on creation of a branch of the Presidential Library in Chuvashia Republic. Thus the agreements on cooperation are signed by five regions of the Russian Federation. The work is being continued.
The All-Russian work meeting on the Presidential library branches creation in the Russian Federation regions
On October 28 in the Presidential Library took place the All-Russian working meeting on the Presidential library branches creation in the regions of the Russian Federation. In the meeting took part 270 delegates from 79 regions of the Russian Federation. During the all-Russian work meeting the agreements on collaboration for the Presidential Library branches creation were signed by the representatives of Tatarstan Republic, Republic of Buryatia, Tyumen and Omsk regions.
