Temporary registration rules in Electronic Reading Rooms of Boris Yeltsin Presidential Library

    1. The right to use the Electronic Reading Rooms of Boris Yeltsin Presidential Library (further Presidential Library) is given to persons who have reached the age of 18. In exceptional cases the access to the Electronic Reading Rooms is provided to persons aged 14 to 18 taking into account the individual information requirements. The right to use the Electronic Reading Rooms can be given to legal bodies on terms of parties’ agreement.

    2.Russian Federation citizens who have permanent residence in St. Petersburg or Leningrad Region can sign in to the Presidential Library Electronic Reading Rooms situated in St.-Petersburg, Senate Square, 3 by showing the document that proves the identity of the owner (passport or any other documents recognized as those by the Legislation of the Russian Federation), written application from work and a standard filled in form. The Russian Federation citizen who has a permanent residence in St.-Petersburg gets the nominal electronic library ticket valid within 5 years.

    3.The citizens of the Russian Federation from other towns who don’t have the permanent residence in St.-Petersburg or Leningrad Region can get the nominal electronic library ticket on showing the documents, specified in paragraph 2 and those proving the temporary residence. This category of citizens get the nominal electronic library ticket valid within 5 years or the temporary nominal electronic library ticket valid within the period of registration depending on the citizen’s residence period. In case the out-of-town citizen of the Russian Federation doesn’t have documents, proving his temporary residence in St.-Petersburg or Leningrad Region he can be given the demonstration electronic library ticket (for one visit).

    4.Foreign citizens and persons without nationality sign in to the Electronic Reading Rooms on basis of: the documents proving the identity; standard filled in reader’s form, the documents, issued by the authorized bodies that confirm legal residence or stay in St.-Petersburg or Leningrad region; the written application from the organization with the period of using the Library’s information resources stated in it. Foreign citizens and persons without nationality get the demonstration electronic library ticket (for one visit) or the temporary nominal electronic library ticket that give the right to use the Presidential library’s information resources for the stated period of time.

    5.The documents that prove the identity are the following:

    For citizens of the Russian Federation

    • the passport of the citizen of the Russian Federation with the registration mark of the residence in the Russian Federation; or the passport and the registration reference of present stay, issued by the Federal migratory service of St.-Petersburg and Leningrad region;
    • military records – for soldiers, sailors, sergeants and first sergeants who have been called up to serve in the military in St.-Petersburg or Leningrad region;
    • Other identifying documents recognized by the Legislation of the Russian Federation.

    Copies of the documents that prove the identity, including the notarial copy of the passport, driving license, pension certificate, etc. are not considered to be the basis for issuing the library ticket. Documents on receiving (purchasing) housing do not prove the registration in the Russian Federation.

    For foreign citizens

    • The passport of the foreign citizen or any other document recognized either by the Legislation of the Russian Federation currently in force or by the International Legislation as proving the identity of the foreign citizen.

    For persons without nationality

    • The documents that are recognized either by the Legislation of the Russian Federation currently in force or by the International Legislation as proving the identity of the person without nationality.

    6.In order to sign it to the Presidential Library the visitor should turn to users’ service office, located on the first floor in the lobby for the manager’s consultation. The visitor studies the registration rules, provides necessary documents, fills in the reader’s form and then receives one-visit electronic pass to the building of the Presidential Library in the admission office.

    7.On receiving the one-visit electronic pass the visitor goes to the readers’ registration office.

    8.In the readers’ registration office the visitor studies the work rules of the Electronic Reading Rooms and goes for the interview with the manager of the readers’ service office, who then makes notes in the book of primary visiting. After checking the personal information and complete reader’s form the visitor is given the demonstration electronic library ticket that allows him to use the Electronic Reading Rooms resources for one visit. After finishing work with resources the visitor should return the demonstration library ticket to the readers’ registration office. One-visit pass, given in the admission office, is returned on leaving the Presidential library building.

    9.Having studied the information resources of the Presidential Library the user can turn to the readers’ registration office for getting the nominal electronic library ticket. This procedure includes creating the registration card and adding the form’s information into the readers’ database, getting a photograph, studying the temporary rules of using the Presidential Library Electronic Reading Rooms, accepting the specified temporary rules by putting a signature and confirming by e-mail; producing of the nominal electronic library ticket within two working days. The library tickets are given on the working days of the Electronic Reading Rooms only in reader’s personal presence.

    10.From that time on the readers can visit the Presidential Library only with use of the nominal electronic library ticket or one-visit electronic pass provided by the admission office.

    11.The nominal electronic library ticket gives the right to its owner to work with the Electronic Reading Rooms’ resources and also visit open events taking place in media, conference and exhibition halls if there are vacant seats and if the owner has registered in advance.

    12.The Russian Federation citizen gets the nominal electronic library ticket free of charge. Other categories of users pay the cost of producing the electronic library ticket.

    13.In case of changing any personal information specified in the reader’s form the reader should turn to the readers’ registration office for adding these changes into the readers’ database. Surname change comes as basis for issuing the new electronic library ticket.

    14.In case of any mechanical damages of the electronic library ticket caused by user the owner of the ticket pays the cost of the library ticket’s duplicate.

    15.None kind of electronic library ticket, neither nominal nor demonstrative can be passed to another person. In case of its loss the owner should immediately visit the readers’ registration office, or contact it either by phone or e-mail. For getting the duplicate of the nominal electronic library ticket one should hand in the written application and provide documents, necessary for the reader’s registration to the Electronic Reading Rooms. The reader pays the cost of issuing the electronic library ticket’s duplicate.

    16.The nominal permanent electronic library ticket is valid within 5 years from the moment of its issue, on the expiry of that time it should be re-registered. For a re-registration of the electronic library ticket the reader should provide the documents necessary for the reader’s registration to the Electronic Reading Rooms.

    17.One-visit pass given by the admission office for participating in Presidential Library events doesn’t give right to use the resources of the Electronic Reading Rooms.

    18.Electronic Reading Rooms are located in the building of the Presidential Library, St.-Petersburg, Senate Square, 3 and are opened: Tuesday, Thursday, Saturday from 11:00 to 19:00 except for holidays and cleanup days. Cleanup days are: the last Tuesday of the month and the last 3 days of December. Visitors of the Electronic Reading Rooms are allowed from 11:00 to 18:00, extra services are provided from 11:00 to 18:30, readers should leave the building of the Presidential Library not later than 19:15.

    19.The access to the building of the Presidential Library can be limited due to mass social-cultural and official events. The information about any changes in the Library’s opening hours is accessible either on the Internet – portal of Boris Yeltsin Presidential Library, at service units or on the Presidential Library’s front entrance, where it is always displayed in advance.

    There is no admission to the building of FGBU “Boris Yeltsin Presidential Library” for persons with civil or official weapons including the means of self-defense. Weaponry brought by visitors of the Presidential Library is not accepted for temporary deposit either.
