Rescript of Emperor Alexander I on May 16, 1802 in St. Petersburg was formed by a charity called "Beneficent" August 30, 1814, renamed the Imperial Humanistic Society. The first chief trustee of the Society, Prince AN Golitsyn proposed the creation of the Society Council and developed a project of its organization, the highest approved 16 July 1816, the Council was subordinated to the Medico-Philanthropic Committee (founded in 1802) and the Trustee of the Poor Committee (founded in 1805), and their chambers constituted one office of the Council General was engaged in organizing and providing shelters, almshouses, educational and medical, and other charitable institutions in St. Petersburg and the provinces.
