Presidential Library participates in International Scientific and Practical Conference in Tula

From 29 to 31 October 2025, the Presidential Library will participate in the 13th International Scientific and Practical Conference "The World of Weapons: History, Heroes, Collection," which will be held at the Tula State Museum of Weapons. The conference is dedicated to the 80th anniversary of Victory in the Great Patriotic War of 1941–1945.

The event will be attended by representatives of museums, libraries, research and public organisations from St. Petersburg, Moscow, Khabarovsk, Volgograd, Voronezh, Novosibirsk, Kursk, Kazan, Sambek (Rostov Region), Kozmodemyansk (Republic of Mari El), Barnaul, Bryansk, Maykop (Republic of Adygea), Kerch (Republic of Crimea), Saratov, Yekaterinburg, Tomsk, Samara, Smolensk, and the Republic of Serbia. Experts from Canada are participating remotely.

The topic that Artur Sakaev, an employee of the Presidential Library, will speak about at the conference is "Mobilisation measures for weapons production in the early stages of the Great Patriotic War: from the electronic archives of the Presidential Library."

The report describes one of the key processes in the organisation of state activities during wartime – mobilisation in the field of arms production. It presents historical primary sources that provide the most accurate insight into the topic. These include resolutions and orders of the State Defence Committee and the Council of People's Commissars, as well as documents from the relevant people's commissariats and individual departments. Particular attention is paid to processes such as changes in the working regime at enterprises, the introduction of mobilisation plans for production, the strengthening of the research and development base, the accelerated development and adoption of new types of weapons and ammunition, the creation of integrated production facilities in the eastern part of the USSR, evacuation measures, reorganisation, reassignment and conservation of production facilities, and expanded cooperation between enterprises.
