"I have exhausted all possible means to rid Russia of the horrors of war ... I believe that provoking a war means taking responsibility for the calamities that it can entail and which, undoubtedly , will further worsen the already difficult situation of the European continent, but all my efforts and scrupulous fidelity to my obligations to the Emperor Napoleon were unsuccessful, I was attacked from his side, and the Russian border was broken without any Now I have no choice, and it remains for me to make the only decision: to ensure an active and long-lasting defense, adversity does not frighten me more, because responsibility for them does not lie with me and since all my efforts were directed only to save my fatherland and Europe from a new disaster. The current circumstances will more than ever bring Russia and England closer together. The insight of your royal highness will not escape the full significance of our time. This is the last and decisive struggle of independence against enslavement, liberal ideas against the tyranny system. Finally, this is the business of all the powers that have not yet been conquered. Only the greatest joint efforts and unshakable firmness in their implementation will ensure the triumph of this affair. Everything requires the closest alliance between Russia, England, Sweden, Spain, Portugal, Sicily and Turkey. Everything that will be done for this purpose will be fine, anything that can hinder or delay its achievement will become a real evil for the common cause. Let me express my opinion with complete frankness. It seems to me that we need fewer agreements and formalities and more ardent noble feelings that would allow us to consider peoples united to protect their freedom as brothers ready to provide each other the mutual support they need and having only one goal in mind: salvation from a common enemy " .
