From 19 to 30 October 1943 a conference of foreign ministers met in Moscow: K. Hull - United States of America, E. Eden - Great Britain, and V. Molotov - the Soviet Union. In complete unanimity, the measures that must be taken to reduce the war against Germany and its satellites in Europe were discussed. To this end, with the participation of specialists from the general staffs of the three Powers, decisions were taken concerning the currently undergoing military operations. The conference published among other things the following: ... The United Kingdom, the United States of America and the Soviet Union have received from various sources evidence of atrocities, murders and cold-blooded mass executions carried out by the Hitlerite armed forces in many of the countries they have seized, from which they are now being persistently expelled. The cruelties of Hitler's domination are not a new fact, and all the peoples and regions under their control suffered under the terror-based domination in its worst form. The new thing is that many of the. these regions are now being liberated by the advancing armies of the emancipating powers and that the retreating Hitlerite Huns in despair redouble their cruel cruelties. The monstrous crimes on the territory of the Soviet Union, liberated from Hitler's fascists, and also on the territory of France and Italy, are especially screaming about this. In accordance with the foregoing, the three Allied Powers, representing 32 united nations, solemnly declare and warn with their following declaration: As soon as any government that can be established in Germany will be granted a truce, those German officers and soldiers and members of the Nazi party who were responsible for the above-mentioned atrocities, murders and executions, or voluntarily participated in them, are sent to the countries where their crimes were committed, so that they could be sentenced and punished according to the laws of these liberated countries and of free governments established there. Lists will be drawn up with all the possible details received from all these countries, especially this applies to the occupied parts of the Soviet Union, to Poland and Czechoslovakia, Yugoslavia and Greece, including Crete and other islands, Norway, Denmark, the Netherlands, Belgium, Luxembourg, France and Italy. Thus, the Germans who took part in the mass executions of Italian officers, or in the executions of French, Dutch, Belgian and Norwegian hostages, or Cretan peasants, or those who participated in the extermination of the Polish people, or in the extermination of the population in the territories of the Soviet Union , which are now cleared of the enemy - they all need to know that they will be sent back to the places of their crimes and will be judged on the spot by the peoples they have committed violence against. Let those who have not yet impoverished their hands with innocent blood take this into account, so as not to be among the guilty, for the three allied powers will find the guilty under all circumstances, let them be at the edge of the world, and hand them over to the accusers, so that they will be committed court. This declaration does not address the issue of the main criminals whose crimes are not related to one particular geographical location and which will be punished by joint decision of the governments of the allied powers.
