Department of Laws of the State Council. - 8524 units of storage. -
The Department of Laws of the State Council was established on January 1, 1810, for preliminary consideration of draft laws of national importance before submission to the General Assembly of the State Council. The Department considered draft laws submitted to the State Council, draft amendments and additions to the existing legal acts in the field of administrative-territorial structure, judicial system and court proceedings, administrative, civil and criminal law, taxation, draft regulations, charters and staffs of state institutions; educational institutions, regulations and statutes of banks, industrial and trade societies and public organizations. Office work department in 1810-1826 gg. led the Commission for the drafting of laws, since 1826 the State Chancellery (until 1833, together with the II department of the Own EI V. Chancellery). He ceased his activity on April 24, 1906, in connection with the transformation of the State Council. - The fund represents the affairs of the department, containing representations of departments, bills, opinions of the State Council (in copies, with notes on the "highest" approval and "highest" resolutions) and correspondence, on the consideration of draft laws on all issues of state administration, including: on institutions and transformations of central and local state institutions, local government bodies, the judiciary and the judiciary, including changes in the Penal Code, the legal status of various classes and the peoples of the Russian Empire, on the management of certain regions that are in a special situation, on public service, on military (recruit) service, on press and censorship, on the legal status and regulation of private entrepreneurship (partnerships, joint-stock companies, etc.) on the relations of the wage labor with employers, the strengthening of the rights to immovable property, guardianship and trusteeships, majoratas, etc .; on international conventions and other agreements on economic issues; about the projects of charters of academies (including the Academy of Sciences), universities, higher, secondary and primary educational institutions, etc. .
