The flag of the city of Orel was established by the decision of Orel City Council of People's Deputies No. 13/015-GS of January 29, 1998 "On the arms and flag of the city of Orel."
The flag of the city of Orel is a rectangular panel of two vertical stripes: left (at the flagpole) - blue and right - red. The ratio of the sizes of the bands is 1: 9. In the center of the red strip there is a color image of the emblem of the city of Orel. The width of the emblem is 1/3 of the width of the red strip. The height of the emblem is 3/5 of the height of the red strip. In the upper left corner of the red strip there is an image of the golden crossed sickle and hammer and above them the contour of the golden five-pointed star. The width of the image of the sickle, hammer and star is 1/9 of the red strip, the height is 1/3 of the height of the red strip.
