Julian Semenov in 1948 entered the Moscow Institute of Oriental Studies. During his studies he was friendly with Yevgeny Primakov. In 1953 he graduated from the Middle East faculty of the Moscow Institute of Oriental Studies. Then he taught at the Moscow State University Pashto and simultaneously studied there at the Faculty of History
