Chairman of the Government of Russia: Dmitry Medvedev called to make the National Electronic Library the most complete

The National Electronic Library should be not only universal, but the most complete. This was told by the Chairman of the Government of Russia Dmitry Medvedev at the meeting of the Government on August 4, 2015 at which was considered the draft dedicated to the creation of the federal state information system “National Electronic Library”.

"Of course, we are interested in ensuring that this system was not only universal, but also complete, that is, the number of electronic sources, there is increasing", - said the prime minister.

He added that this is required to solve a number of organizational and financial issues, as well as the legal nuances associated with copyright. "National Electronic Library is a completely legal distributor of copyrighted works in electronic form, and this is its uniqueness, including in relation to its peers", - said the head of the Government.

The draft law, dedicated to the creation of the National Electronic Library, includes the development of technical requirements, software, means of protection of electronic copies of documents in electronic form (including unauthorized access) method of selection of at least 10% of published titles in Russia to include their electronic copies in the national electronic library. Also provides training methodology of selection of electronic copies of documents in electronic form of various purposes and status of the collections of libraries, museums, archives and funds of other state and municipal institutions provided for the mandatory inclusion in the National Digital Library.
