Internet and Society: A draft of the new concept of the UN Convention on the Functioning and Development of the Internet

The Ministry of Communications and Mass Media of the Russian Federation reports on the development of a new concept of the UN Convention - the concept of safe operation and development of the Internet network.

Purpose of the concept:

- assistance in the further development of the Internet network;

- increase the security of the Internet network and guarantee the rights and freedoms of its users;

- establishment of a regime of equal international cooperation in the management of the Internet network;

- assistance in the adoption and strengthening of measures aimed at more efficient and effective management of the Internet network.

To achieve these goals, the concept offers general principles for international cooperation in managing the Internet.

In order to take into account the views of all stakeholders, the concept of the UN Convention is submitted for open discussion. Comments and suggestions should be sent to the Ministry of Communications of Russia until May 15, 2017.
