Current issues of lawmaking in the digital environment were reviewed in the Presidential Library

“Law and information: the issues of theory and practice” VII International Scientific and Practical Conference was held in the Presidential Library within the framework of the Legal Forum on April 14, 2017.

In his welcome speech, the General Director of the Presidential Library Alexander Pavlovich Vershinin mentioned that the April conference is one of the central discussion venues for sharing experiences of applied information technologies in the fields of science, education, culture, public authorities and general administration.

The purpose of the Strategy for the development of the information society in the Russian Federation for the 2017-2030 years is an arrangement in the Russian Federation of conditions for building the information society, and first of all the infosphere of knowledge itself. This, in turn, is carried out through a generally accessible system of interrelated knowledge and requires, in particular, to ensure the development of the National Electronic Library and other state information resources, including objects of educational, scientific and cultural heritage. The Russian shared informational space of knowledge should be based on digitized book, archival and museum funds collected in the National Electronic Library and national electronic archives in various fields of knowledge and spheres of creative activity.

So far, an attempt to determine the procedure of formation of the Russian electronic space of knowledge based on this state information system had been made in the draft Regulation on the NEB. But in the national standards, which come into effect this summer, general concepts of the “electronic library,” “collections of electronic documents,” “knowledge data base,” “knowledge audit,” etc., are already fixed.

The “Strategies…” project also mentions the task of improving the mechanisms of legislative regulation of the activities of all types of mass media, as well as means of providing access to information, which by many qualities can be considered the mass media, but in fact they are not - Internet TV, websites, news aggregators, instant messengers. Apart from in the carriers, formats and standards of information, science advancements and cutting-edge technologies also inevitably entail a change in the information space boundaries. However, the most important priority remains the right to information, which is guaranteed by legislation and law enforcement.

The “Law and information: the issues of theory and practice” conference gathered representatives of public authorities and the prosecutor's office, famous scientists and experts, libraries staff of and the specialists of other organizations that provide public access to information. Questions of systematization of the legislation on library business and about the information, information technologies and information protection were considered. They also discussed the improvement of the system of information legislation, the development of the “National Electronic Library” project and the legal issues of providing the libraries with materials relating to the digital cultural heritage.

As part of the event, a roundtable entitled “Legal culture of Moscow Russia (XV-XVII centuries): To the 520th anniversary of the first All-Russia Code of Justice” took place, session meetings on “Information law and legal informatics,” “Legal regulation of access to information” and “Legal issues of preservation, restoration and use of audiovisual and photographic documents in an electronic environment.” There was a multimedia exhibition focused on the Pskov Judicial Charter of 1467, one of the legal sources for the Code of Law of 1497 - the first in the history of the Russian legislation collection of legal norms, compulsory for execution and application on the territory of the entire state.
