The Presidential Library provides the lecture “Everyone’s constitutional right to housing”

On December 19, 2023 at 14:00 Moscow time the Presidential Library will host a lecture “Everyone’s constitutional right to housing” as part of the video lecture Knowledge of Russia. It will continue the series of lectures related to the theme of the Presidential Library's collection “Man, his rights and freedoms - the highest constitutional value”. 

Vadim Vasilievich Mamonov, Doctor of Law, Professor, Head of the Department of State Law at Pushkin Leningrad State University will join the video lecture.

The lecture analyzes the social nature of the home. The historical aspects of the formation of the right to housing are touched upon. A definition of the concepts “dwelling” and “living premises” is given. The legal meaning of the purpose of the residential premises and the limits of its use are determined. The legal grounds for deprivation of housing are named. Ways to encourage housing construction by state authorities and local self-government and to create conditions for the exercise of the right to housing are highlighted. Citizens who, in accordance with the law, are provided with free housing from state, municipal and other housing funds are indicated. 

The video lecture“Everyone’s constitutional right to housing” is free. It will be broadcast on the Presidential ‘s portal in Live broadcasts section in accordance with the program of live events, as well as on the institution’s Rutube-channel, on the social networks VKontakte and Odnoklassniki.  

The Presidential Library’s portal features the digital collection Constitution - Basic Law. It includes the texts of the constitutions of the Russian state, starting with the first Constitution of the RSFSR in 1918. The collection introduces the texts of the constitutions of the USSR of 1924, 1936, 1977 (with amendments and additions), as well as the constitutions of the RSFSR of 1925, 1937 and 1978.

A large section of the collection is dedicated to the the Constitution of the Russian Federation, in force since 1993, in all its editions, including those approved during the All-Russian vote on July 1, 2020. The text of the document is posted in the electronic collections and published on the official portal, where one can learn about the texts and publications of the constitutions and charters of the constituent entities of the Russian Federation.

Entrance to the Presidential Library is carried out only by prior registration and upon showing a passport: for media representatives - through entrance № 2, participants and guests of the event - through entrance № 1.
