
Information and society: The CIS countries have adopted the strategy of cooperation in building of the information society
In the framework of the meeting of the Council of Heads of Government of the CIS, held on September 28, 2012 in Yalta (Ukraine), was signed a decision to approve the Strategy for the CIS in the construction and development of the information society and the Action Plan for its implementation in 2015.
Speaking at the meeting of the Council, Minister of Communications and Mass Media of the Russian Federation Nikolai Nikiforov noted the positive dynamics of multilateral cooperation of the CIS member states, including the field of communications and information technology. He recalled that the strategy in building the information society and the Action Plan for its implementation have been developed in the development of the previously approved by the Board of Heads of Government Strategy for Cooperation of the CIS in the field of information and the Plan of Action for the implementation of the Strategy for the period up to 2010.
"The implementation of the Strategy and Action Plan has allowed the Commonwealth states to reach a higher level of international relations, to strengthen their information interaction, - said Nikolai Nikiforov. - Objectives and methods of achieving them, as defined in these documents, help to develop and implement national ICT program contributed to the development of an appropriate legal framework. "However, he noted that in the various states of the Commonwealth remains a digital divide and they are often far behind the high-tech countries in the development of information infrastructure, information technology and electronic services to the public.
The Minister stressed that the plan to 2015 was focused on the implementation of cooperation projects, to enhance information and scientific and technical exchanges on the use of ICT in education, science, culture, public health, public administration, in the provision of public services and other areas.
