It was formed on April 9, 1910 by the Highest approved Regulation of the Council of Ministers.The composition of the ministries: the Imperial Courtyard and the Belts, the Internal Affairs, Military, Marine, Justice, Finance, Popular Education, Transactions, as well as the spiritual department of Orthodox confession and state control.The circle of tasks included drawing up a program of anniversary celebrations, the leadership of their conduct, as well as the consideration of proposals on this issue of local public establishments and individuals and assisting them in conducting anniversary events.The command of Nicholas II of April 16, 1910 was appointed as the chairman of the committee, a member of the State Council Hofmeister A. G. Bulygin was appointed.On May 7, 1910, the committee was replenished with representatives from ministries: foreign affairs, trade and industry, the Main Directorate of Land Management and Agriculture, S.E.I.V.Chancellery, S.E.I.V.Chancellery for the institutions of Empress Mary.At different times, several commissions were formed under the committee: on January 25, 1911, a special publishing commission for the preparation of popular works on the reign of the Romanov House and the construction commission for the repair and restoration of the Trinity Cathedral in the Kostroma Ipatievsky Monastery;March 1, 1912 - Special Commission on the construction of anniversary celebrations in the village of St. Petersburg.The highest approved Regulation of the Council of Ministers of January 30, 1914.
