Libraries and legal regulation: Meeting on problems of e-library system functioning in Russia
On December 14 2010, Moscow, the Federal Agency on Press and Mass Communications held a meeting which brought into focus problems of market and regulatory framework formation for e-library system functioning in Russia.
Deputy Head of the Federal Agency on Press and Mass Communications Vladimir Grigoryev was the host of the event. The seminar was also attended by the state apparatus representatives, CEO’s, librarians, publishers and university representatives etc.
Within the framework of the meeting participants discussed problems of e-library system market in the light of the new Federal State Education Standards, coming into effect in the beginning of 2011.
Aiming to provide students of RF higher education institutes with an access to quality e-library systems meeting the requirements of Federal State Education Standards of the higher vocational education, specialists of the Russian State Institute of the Intellectual Property have prepared a draft of Basic Requirements (criteria) for selection of e-library systems as recommended for use at higher education institutes of the Russian Federation.
Seminar’s attendees are expected to prepare recommendations for the Council of the Ministry of Education and Science of Russia concerning the use of e-library systems at higher vocational education institutions.
