Libraries and Legal Regulation: Draft amendments to Civil Code Part IV of the Russian Federation submitted to the State Duma

The President of Russia Dmitry Medvedev decided to submit draft amendments to Civil Code to the State Duma, though it is not endorsed by the government, reads the letter of the Presidential Aide Konstantin Chuichenko to the First Deputy Prime Minister of Russia Igor Shuvalov. The State Duma has been charged to agree on the controversial issues with the Supreme Arbitration Court and the Council for Codification and Enhancement of Civil Legislation under the President of Russia by the second reading, October 10.

Pavel Krasheninnikov, Chairman of the Committee on Civil, Arbitrage and Criminal Legislation, supports the proposal to choose the State Duma as a platform for the project’s endorsement. He supposes that though there are a lot of differences, they all can be settled by October. There are too many disputable issues, and it will be difficult to prepare an agreed-on version by the second reading by October 10, expresses doubt Alexandra Nesterenko, President of the Russian Corporate Counsel Association. It would have been better to finalize the draft before submitting it to the State Duma, she believes.
