Prime Minister of the Government of the Russian Federation: Dmitry Medvedev spoke at the II International Law Forum in Saint-Petersburg
Prime Minister of the Government of the Russian Federation Dmitry Medvedev takes part in the II International law Forum in Saint-Petersburg which runs from 16 to 19 May, 2012. The topics of discussions at the Forum are the issues including those of the legal regime of the Internet and the development of the Open Government as the instrument for engaging the civil society to the lawmaking activity. The Forum topic is “Legal Policy in the XXI century: new challenges of the Law in a global world”.
“Today, at us as in any developing but democratic state, the bill, which directly affects interests of people, and which imports for the society, becomes the subject of the widest possible debate. The development of the Internet, telecommunication technologies enables every citizen to participate in the drafting of the law”, said Dmitry Medvedev in his speech.
Also the Russian Prime Minister spoke on the subject of the Open Government: “The system of the Open Government has to include a functioning infrastructure of the accumulation of public initiatives in the sphere of lawmaking. The huge flow of information which falls on us every day needs to be timely and quality processed and checked, as well as to concentrate proposals, and give them into the necessary legal form”, said Dmitry Medvedev.
According to him, you have also to provide predictable and systematic changes in legislation, as well as their compliance to the country’s ongoing economic and social policy: “Modern scientific and methodical centers have to be established which will provide a permanent and constructive dialogue between the developers of the laws, society and law enforcers”, said Dmitry Medvedev.
