Prime Minister of Russia Dmitry Medvedev proposed to update the international conventions on the protection of copyright in accordance with modern realities.
"We need to face the truth and admit that in many areas of the old classic, canonical approaches to copyright and intellectual property do not work anymore. This is a worldwide problem" - Medvedev said, responding to questions from the forum "Antikontrafakt 2012".
"Therefore it is necessary to create a new international convention, which will take into account the speed, quickness and ease of access to content, and at the same time trying to fix and protect copyright, including the Internet", - he added.
Dmitry Medvedev said that Russia would soon be a new revision of the Civil Code. However, according to him, it does not fully solve the problem of copyright protection. "Clearly, there is a conflict between the environment which today promotes new technologies and the transfer of information and existing installations of conventional" - said the head of the government.
He noted that it is necessary to monitor for copyright violations, but to struggle with similar processes in the Internet is extremely difficult. "And in some cases, as I have already mentioned, it can be and not need to do. We need to create another system of regulation that a little differently will distribute the balance to protect the interests of the authors, creators and users, just in order to avoid provoking the unauthorized use of products", - he said.
Prime Minister also called to improve law enforcement practice of copyright protection. He stated that a few years ago, the Russian judicial system did not consider such violations as serious. Criminal cases for copyright infringement little excited, and if they were, they were not carried. "It is important that our law enforcement and judicial structures activities followed the path of the most rigid copyright protection", - said Medvedev.
