Information technology and authority: Government priorities in the field of communications and IT till 2018 are fixed

Prime Minister of Russia Dmitry Medvedev signed “Guidelines for the Government of the Russian Federation to 2018”. The document, among other things, defines key goals in the field of telecommunications and information technology”.

In the field of communications and IT will be implemented measures to address the “digital divide”, the document says. The second task is to develop a broadband Internet access “with the use of wired and wireless links of different types”. In the field of radio it is planned the “acceleration of the pace of conversion of radio frequency spectrum”, as well as implementation of the principle of “technological neutrality” in the regulation of telecommunications.

In addition, “The main activities of the government to 2018” suggest changes in the law for the effective management of intellectual property rights, “including the recording of the results of intellectual activity and their design as intangible assets”.

The government plans to create a “technological advance in the promising electronic and radio-electronic technologies, scientific-technical and industrial and technological base of competitive electronic products”. Also in the plans for 2018 include a new generation of GLONASS satellites and export of high technology products and services.

“The main directions of the Government to 2018” were presented at the government meeting on January 31, 2013. As stated at the web site of the Government, the main mechanism of implementation of “guidelines” will become state programs of the Russian Federation.
