The Presidential Library: New acquisitions
The collection of the Presidential Library has been enriched with new materials that are stored in the Tobolsk State Historical and Architectural Museum-Reserve. The received documents are devoted to geographic location of the Tobolsk province, certain aspects of its economic and social development in the late XIX - early XX centuries, the political situation in the region in 1917 (a look of the Siberian people at revolutionary events in Petrograd is also presented).
The book of the provincial agriculturist and breeder N. L. Skalozubov Experience of the natural-historical description of the Tobolsk province (Tobolsk, 1899) illustrates the geological past of the province, presented its physical and geographical location, guidance for topographic and hydrographic areas of the region, the characteristics of agricultural land and instructions for excavation of soil samples.
The railway system in the region is devoted to Instruction for correction and maintenance of unpaved roads through the Tobolsk province (Tobolsk, 1881).
The Charter of the Tobolsk diocesan candle factory (Tobolsk, 1894) tells of the responsibilities of the Committee of the Diocesan candle factory, the deans of the fathers, the diocese church elders and manager of the candle factory.
Journals of the Committee on the device of the Tobolsk diocesan candle factory… (Tobolsk, 1894) contains a report of the Diocesan Board of the Tobolsk Orthodox Missionary Society for 1894; a list of current members of the Diocesan Board of the Tobolsk Orthodox Missionary Society for 1894 and magazines (45 issues) of the Committee on the device of the Tobolsk Diocesan Candle Factory for 1894.
Reports on the activities of the Tobolsk guardianship of national sobriety for 1893/4 (first) year (Tobolsk, 1894), 1906 (Tobolsk, 1907), 1907 (Tobolsk, 1908), 1914 (Tobolsk, 1915), 1915 (Tobolsk, 1916) are devoted to the consideration of different kinds of applications of subordinate County committees of guardianship of appropriations committees amounts for operating costs, regulation of the county committee of public libraries by purchasing books and propaganda among the population of a healthy lifestyle.
Guide to the doctor’s department for the Tobolsk province at the St. Petersburg-Russian Exhibition of hygiene (Tobolsk, 1913) contains a table listing the number of patients registered in the Tobolsk province from 1855 to 1909, the most common diseases in the Tobolsk province showing mortality every 1855-1885, a contagious epidemic diseases in the province and the districts for the period 1846-1860 1861-1873 1885-1896 the number of medical institutions with beds in the province and the number of beds in them for 1846-1909, the number of medical personnel in the province for the years 1850-1909, on the costs of the medical unit in the Tobolsk province for the period 1888-1909 years.
The order and organization of medical activities in the region in the middle XIX century and the beginning of the XX century are presented in the following materials: the Charter of the Tobolsk hospital for the poor patients coming: [approved July 14, 1865]. [Tobolsk, 1892], Normal charter of community nurses of the Russian Red Cross Society [approved May 13, 1903]. (Tobolsk, 1903), Proceedings of the First Provincial Congress of Rural Physicians of the Tobolsk province, January 20 - February 4, 1911 (Tobolsk, 1913), Code of the conclusions of the Second Provincial Congress of rural doctors of the Tobolsk province, 7-19 March 1913 (Tobolsk, 1913).
The Charter of the Society for the Study of Siberia and the improvement of its living conditions (Tobolsk, 1908) are indicated: the purpose of the society (the study of Siberia in the economic, cultural and legal terms, as well as assistance in putting into practice the vital reforms for Siberia), its area of action and ways of working; the procedure of entry and departure from the Company, the membership fees and the procedure for their payment; Company’s board of directors, the time and procedure for convening the General Meeting and objects of reference; means of the Society and the conduct of business reporting, how to change the constitution and general provisions.
The events that took place in Petrograd in late February and led to the abdication of Nicholas II and the formation of a new government in the country are descrived in the book of Change forms of government in Russia (Tobolsk, 1917). The publication by N. S. Yurtsovsky Siberian student body in Petrograd in the revolutionary days (Tobolsk, 1917) describes the activities of the student Siberian organization after the February Revolution.
To the issues of Zemsky devices in the post-revolutionary period are dedicated the brochure What does the Tobolsk province wait from the Zemstvo? (Tobolsk, 1917) and the Report on the activities of the County to conduct reforms in the Tobolsk province (2 July 1917 - 1 February 1918) (Tobolsk, 1918).
The political activity of certain groups of the population is reflected in the Statement of the Constituent Assembly of the Tobolsk department of the People’s Freedom Party (Tobolsk, 1917) and the Minutes of the Peasant Congress of the Tobolsk County, started early 21 May 1917 (Tobolsk, 1917).
