
Information technology and authority: Orders to facilitate public access to portal of state services
Prime Minister of Russia Dmitry Medvedev has issued instructions in the field of information technology for efficient public administration, according to a statement posted at the government web site.
“The Ministry of Communications, the Ministry of Economic Development to submit proposals to the government for the mass training of the population receiving state and municipal services in electronic form. Deadline - October 3, 2013”, - said in a statement.
The Ministry of Communications and the Ministry of Economic Development until November 6 have to submit proposals to provide government services to applicants, regardless of their place of residence, as well as suggestions on the organization of the issuance and use of electronic signatures in electronic media, including on the SIM-card and bank card.
Also, the Ministry of Communications and the Ministry of Economic Development in cooperation with the Government of Moscow instructed to submit to the government until August 15 a draft act to simplify the use of electronic signatures in the provision of state and other important social services, as well as the simplification of the regulatory of registered users of a Single portal of state services using a mobile phone.
In respect of public services through the “single window” up to February 4, the Ministry should make proposals for the provision of services based on multi-service centers and offices, “Mail of Russia” for the gradual reduction of the interaction of the power structures of the applicants in the provision of state services.
