Information Technology and Power: The Ministry of Communication and Mass Media of Russia Annual Report on the Development of Information Technology

The Ministry of Communication and Mass Media of the Russian Federation carried out the Third Expert Council on the IT industry development.

In this meeting a Deputy Minister of Communication and Mass Media of the Russian Federation Mark Shmulevich reviewed the results of the foregoing Ministry’s accomplishments in the sphere of development of the information technology industry for the period from April 2013 to March 2014 in front of the expert council members.

Over the past year such the documents on the IT industry’s long-term development as "The Development Strategy for the IT Industry for 2014-2020" and the “roadmap” action plan for its implementation were prepared and approved by the Prime Minister, and the significant part of the previously planned activities was fulfilled.

In addition, the Ministry of Communication and Mass Media of Russia jointly with the Russian Ministry of Industry and Trade on behalf of the Military-Industrial Commission has participated in the development of the concept of the so-called informatization of military-industrial complex of the country; together with the Ministry of Labor has developed a new professional standards in the IT field; along with Moscow Administration has launched a pilot project of IT classes creation in Moscow schools. All the work was carried out with the active involvement of representatives of the IT industry.

The Expert Council Members’ attention was driven to the need of interagency cooperation improvement (for instance, an interaction with the Ministry of Industry and Trade of Russia on robotics development).

In the second part of the meeting the Expert Council members were suggested to review the ministry’s work plan of preparation of "The Information Technology Industry Development" subprogram of "The Information Society" state program, the development of which should be completed in accordance with the "roadmap" of the IT industry development until the end of the second quarter of 2014. The sub-program is planned to create an autonomous non-profit organization for the development of IT-education with IT-industry involvement, the development of secondary IT-education (15 pilot IT-colleges in five regions of the Russian Federation) and the centers of breakthrough researches in the field of IT.
