Summary Since 1785, the Astrakhan region has been part of the Caucasian governorship.In 1796, governorship was transformed into the Astrakhan province and introduced provincial rule.The Astrakhan province was completely separated from the Caucasian.By 1920, 3 counties remained in the Astrakhan province: Astrakhan, Enotaevsky and Krasnoyarsk.In 1925, the counties were abolished and 13 districts were formed in their place.In 1928, the Astrakhan province was liquidated, and its territory became part of the newly formed Lower Volga region
