January 15 (26), 1783 Empress Catherine II issued a decree "On free press" that allowed individuals to engage in publishing activities.

At first the whole Petersburg watched as piles - 1250 piles on 6 meters in length each were hammered under the basis of a pedestal of the Alexander Column. Then - how they installed this stone colossus with the help of specially designed forests and cable tunnels. It took only 1 hour and 45 minutes, but the event involved 2400 soldiers, lifting the column on the pedestal.

Yakovlev and a German Henrietta Wilhelmina Luisa Haag was born Alexander Herzen, future Russian author, philosopher, writer of political essays, revolutionary; one of the founders of the Free Russian Press (1853). His parents' marriage was not officially registered, so Yakovlev imagined for his son the name "Herzen" from German Herz - «the heart."

On November 22 (December 3) 1701 Peter I issued the highest Decree which stipulated foundation of eight private pharmacies (chemist’s) in Moscow. New pharmacies were released from military billeting, while pharmacists — from military duty and paying taxes.

The Presidential Library has begun digitizing materials from the collections of the Research Agricultural Library of the Vavilov All-Russian Institute of Plant Genetic Resources (the Vavilov All-Russian Institute of Plant Industry). Periodicals Journal of the Ministry of State Property and Proceedings of the Free Economic Society will be digitized and then enter the Ministries section of the extensive electronic collection State Authority.
