19 October 1870 A. M. Gorchakov sent a directive to Russian embassies which had to be handed over to the state governments, who had signed the Treaty of Paris, stating that Russia decided not to comply with some of the treaty provisions.

Russian President Vladimir Putin signed a law on the "black lists" of web sites with a gap of information in the Russian Federation. It is about the amendments to the law "On protection of children from information harmful to their health and development" and some legislative acts of the Russian Federation, adopted by the State Duma on July 11, 2012 and approved by the State Council on July 18.
Президент России Владимир Путин подписал закон о «чёрных списках» интернет-сайтов с запрещённой... на наличие запрещённой информации. Ещё одна поправка наделяет НКО - оператора реестра «чёрных сайтов... создавать «горячие линии». «Чёрные списки» сайтов начнут функционировать с 1 ноября 2012 года.
