
To the 20th anniversary of the Constitution of the Russian Federation: Prime Minister of Russia Dmitry Medvedev wrote an article for magazines “Law” and “Russian newspaper”
On the eve of the 20th anniversary of the Constitution of Russia, Prime Minister of Russia Dmitry Medvedev wrote an article of the Basic Law, main government functions and efficient control technology for the magazines "Law" and "Russian newspaper".
The article states: "In the history of any country there is an event that becomes a symbol of quality change of the state. This is an adoption of the Constitution - the main document, or, to speak the terms, it was adopted not only in the legal environment, but also in society - the Basic Law… Our Constitution is special: it was not just the result of social consensus, a kind of social contract, as its European "sisters", but a real instrument of reform, so that the majority of citizens wanted that in the RSFSR".
On the topic of Government functions, Dmitry Medvedev said: "The Federal executive authority - the center of all of the legal process as a form of governance. The Government has the right of legislative initiative - it prepares amendments to sign the official reviews on bills under consideration by the Federal Assembly. A considerable part of the normative decrees of the President of the Russian Federation is also preparing with the direct participation of the Government. As already noted, traditionally, important roles in contemporary Russian legal system do play decisions and orders of the Government taken within its own competence established by the Constitution, federal laws and decrees of the President of Russia".
According to him, the openness of government agencies and citizens' participation in the management of state affairs - this is one of the most important elements in improving the efficiency of the executive authority.
Medvedev proposes to create a specialized online resource that would allow anyone to get familiar with the deployment of proposals and the results of voting on them.
The head of the Government of Russia also noted the need of feedback between society and authorities.
"The main thing now is to supply society initiatives, to find adequate response to the activities of the executive, and sometimes the legislative authorities. It is also about the reverse process, when citizens submit their comments on the draft laws proposed by the authorities", - stated in the article.
In conclusion, Dmitry Medvedev said: "The Constitution itself - the living tissue of law. Its interpretation is changing; it introduces additions at constant basic constitutional principles… The formation and change of management techniques must be within the constitutional framework, within the stipulated Basic law of general legal and organizational tools. It necessary and accurately reflects letter and spirit of the Constitution, to take into account the best international practices of public administration… The potential of the Basic Law is still enormous. This approach will ensure the development of Russia as a legal state for decades to come".
