The Presidential Library shared experience in the Urals

On Friday, March 15, 2019, a meeting of the heads of regional centers and partners of the Presidential Library in the Urals Federal District was held.

Director General of the Presidential Library Ilya Bykovnikov called the year 2019 special. The Belinsky Sverdlovsk Regional Universal Research Library marks 120 years, which has become the main platform for the current meeting. It was exactly one year ago that the Sverdlovsk Regional Center of the Presidential Library was opened. “In addition, the Presidential Library will celebrate its first anniversary – this May it turns 10 years”, - he recalled.   

According to Ilya Bykovnikov, in the near future, the Presidential Library plans to change its development strategy in the regional direction: “Starting this year we will begin to provide other support to our regional centers. And the regional center, which today celebrates the first year since its inception, will become the basic model platform for this. On the basis of the regional centers it is planned to hold various events of the Presidential Library. Also, remote access centers will be more actively involved in events organized in St. Petersburg, Moscow and Tyumen”.

The regional centers will use even more information technologies available to the Presidential Library today. This year is planned to hold a competition of regional centers in different regions of the Russian Federation.  

Another innovation - the Presidential Library has submitted documents for obtaining a license for educational activities. Thus, it will be involved in improving the skills of librarians and other institutions in the field of librarianship and information technology.

The meeting announced the welcoming speech of the Plenipotentiary Representative of the President of Russia in the Urals Federal District Nikolay Tsukanov, who noted the importance of developing the digital environment in modern society. In turn acting Minister of Culture Sergei Radchenko, recalled that the regional center of the Presidential Library, which opened a year ago in Yekaterinburg, has already become a powerful methodological center for the entire Urals Federal District, a platform for the exchange of experience between library and school workers, etc.

Next, the Presidential Library’s specialists shared their experience in the formation of collections, cooperation with the regions, promotion of information resources and educational projects.

So far, the Presidential Library’s portal presents collections dedicated to all regions of Russia, combining materials on the geography, history and culture of each subject. The institution actively interacts with many regional libraries and archives.

To inform the public about the interaction with regional and foreign partners, the Presidential Library’s portal has a separate section “Regional and Foreign Network”, which tells about exhibitions, round tables, lectures, meetings with well-known personalities, as well as about materials received by the library from the regions.

For the purpose of promoting and disclosing the Presidential Library’s collections, and working more closely with the regions, projects with Russian Railways, Aeroflot and the airports in the country are being implemented. In 2018, a video dedicated to the Great Patriotic War was broadcasted in more than 30 airports. Films of the Presidential Library on the history and culture of Russia were shown on the aircraft of the Yakutia airline, and are now presented on all sides of the Aeroflot, Siberia and Nordwind Airlines. You can also get familiar with the video materials revealing the foundation of the institution in 200 branded passenger trains and Sapsan trains, in the public transport of St. Petersburg. It is worth noting that in February 2019, films, video lectures and videos of the Presidential Library were posted on the portal of the Ministry of Culture "Kultura.RF".

In terms of scientific and educational activities, the Presidential Library actively uses the remote format of interaction with remote users. Educational films, video lectures, video tutorials in the recording or on the Presidential Library’s portal are available, as well as take part in video lectures, video tutorials for schoolchildren, information and methodological seminars for teachers in the format of Internet broadcasting or in the video conferencing mode.

Last year, the Presidential Library presented to the public the new website “Gosudarika”, created specifically for schoolchildren. In the framework of the Presidential Annals project, which is being implemented in collaboration with the Presidential Administration of the Russian Federation, in 2015, the films Symbols of Presidential Power, Personal Library of the President of the Russian Federation were prepared, and in 2016, I appeal to the President, 2017 - Archive of the President of the Russian Federation. Work continues on the films "Moscow Kremlin - the residence of the President of the Russian Federation", "Awards the President".

Via video-conferencing mode the Belinsky Sverdlovsk Regional Universal Research Library joined the Presidential Library in St. Petersburg, as well as the Chelyabinsk Regional Universal Scientific Library, the Yugov Kurgan Regional Universal Research Library, the National Library of the YNAO, a branch of the Presidential Library in Tyumen Region, the State Library of Yugra.

In the Urals Federal District, there is now one branch of the Presidential Library in Tyumen and four regional centers: in the Yamalo-Nenets Autonomous District, in the Yugra, in the Sverdlovsk and Chelyabinsk Regions. The total number of remote access centers (MCCs) in the Urals Federal District is about 300. Of these, 128 are in the Tyumen region, in the south of which there are centers in all municipalities, in almost every university and college.

In all 85 regions of Russia there are about 850 centers of remote access to the resources of the Presidential Library, the institution is also represented in 30 foreign countries of the world. In 2019, the Presidential Library is going to bring the number of remote reading rooms in our country to 1000 - a “jubilee” hall will appear in the Sirius educational center in Sochi.
