The Presidential Library spotlighted topical issues of the basic law of the Russian Federation

On December 14, 2021 the Presidential Library hosted the fourth annual conference "The Constitution of Russia Yesterday, Today, Tomorrow", timed to coincide with the Constitution Day of the Russian Federation. The conference was organized by the Boris Yeltsin Presidential Center Foundation, the Presidential Library, the Commissioner for Human Rights in St. Petersburg and the St. Petersburg University of Management Technologies and Economics.

The conference was held in a face-to-face-distance format using video communication. Two plenary discussions were envisaged by leading experts in constitutional law: "The Constitution of the Russian Federation - a look beyond the horizon" and "Changes in the Constitution - changes in society".

Constitutional Court's judge retired, Head of the Department of Judicial Power of the Faculty of Law of the Higher School of Economics Tamara Morshchakova, Dean of the Higher School of State Audit of Moscow State University Sergey Shakhrai, Deputy of the Moscow City Duma, Professor NRU HSE Vladimir Ryzhkov, President of the Foundation for Constitutional Reforms, Associate Professor of the Financial University under the Government of the Russian Federation Oleg Rumyantsev, Professor of the HSE Faculty of Law Mikhail Krasnov, Professor of the HSE Faculty of Social Sciences Andrei Medushevsky, Professor of the Institute of Governance and Regional Development of the RANEPA Emil Markvart, Deputy of the Legislative Assembly Petersburg, Vice-President of the European Ombudsman Institute Alexander Shishlov and others suppose attended the event.

Aide to the President of the Russian Federation in 1994-1997, President of the Indem Foundation for Applied Political Research, Professor of the RANEPA Georgy Satarov delivered the Yeltsin Memorial Lecture.

The conference was attended by students, postgraduates, teachers of law, management and political science faculties of St. Petersburg universities.

The materials of the conference will be published in the national scientific and political journal "Vlast", the editor-in-chief of which is the chairman of the organizing committee of the conference "The Constitution of Russia Yesterday, Today, Tomorrow", Plenipotentiary Representative of the St. Petersburg University of Management Technologies and Economics Sergei Tsyplyaev.

It is not by chance that the conference "The Constitution of Russia Yesterday, Today, Tomorrow" has been held in the Presidential Library for several years. All its participants have the opportunity to visit the Constitution hall - the exhibition hall of the Presidential Library with a permanent exhibition dedicated to the Constitutions of Russia of the 20th century. Documents, photographs, newsreels are devoted to the "Basic State Laws" of the Russian Empire, the Constitution of the Russian Socialist Federative Soviet Republic of 1918, the Constitutions of the USSR of 1924, 1936 and 1977. The stages of creation and adoption of the Constitution of the Russian Federation of 1993 are presented - visitors to the exhibition have opportunity to learn about digital copies of documents with edits and notes of the country's top official, video works about the solemn ceremonies of the inauguration of the President of the Russian Federation of different years, as well as digitized signature lists that the heads of state filled out after taking the oath.

The hall also houses a special exhibit - the only copy of the inaugural copy of the Constitution of the Russian Federation, presented by the President of Russia on the opening day of the Presidential Library on May 27, 2009.
