On June 26, 2024, the XII St. Petersburg International Legal Forum hosted the signing of a cooperation agreement between the Presidential Library of the Administrative Directorate of the President of the Russian Federation and the Institute of State and Law of the Russian Academy of Sciences. The agreement was signed by Yuri Nosov, Director General of the Presidential Library, and Alexander Savenkov, Director of the Institute.

Yuri Nosov noted that the agreement aims to establish partnerships for the development of science, culture, and education in Russia and throughout the world. It also aims to preserve and promote the historical and cultural heritage of Russia, as well as create favorable conditions for scientific, educational, and cultural programs and projects.

Alexander Savenkov, Director of the Institute of State and Law at the Russian Academy of Sciences, emphasized that the agreement outlines future plans for cooperation and a program of collaboration to promote fundamental and applied research, regulatory and law enforcement efforts, the popularization of scientific findings, the development of a unified information space in the fields of history, law, and theory and practice of Russian statehood. Based on these efforts, scientific recommendations will be developed to strengthen ideas of statehood in public consciousness, particularly among young people. Citizenship and patriotism will be promoted as the foundation of the national identity of Russians.

The agreement between the First Electronic National Library of Russia and one of the largest scientific legal institutions in the country provides for the organization and hosting of joint conferences, seminars, exhibitions, and other scientific and cultural events. This includes a series of lectures on the history of law.

It is planned to establish a center for remote access to the resources of the Presidential Library based on the Institute. The center will interact with institutions to form electronic collections, organize practical training for graduate students and young scientists, and exchange experience in science and culture.

The Presidential Library collects, preserves, and provides access to documents and archival materials related to the history, theory, and practice of Russian statehood and the Russian language in electronic format. The library's collection currently exceeds one million depository  items, with a significant part dedicated to the history of Russian state and legal institutions, which are actively used by users in Russia and abroad.
