A network of forced labor camps of the OGPU of the USSR created

July 11, 1929 was issued the Decree of the Council of People's Commissars (SNK) of the USSR "On the employment of criminal prisoners," under which began the formation of a network of labor camps (ITL), which was later called the "Gulag" (General Directorate of forced labor camps, labor settlements and places of detention of OGPU) and which became a key element of the political repressions of the Soviet Union.

On April 19, 1943 the Presidium of the Supreme Soviet of the USSR issued Decree No. 39 “On punishment measures for Nazi villains guilty of killing and torturing the Soviet civilian population and captured Red Army soldiers, for spies, traitors to the motherland from among Soviet citizens and for their accomplices”. The document became the legal basis for large-scale work to establish and investigate Nazi crimes against the peoples of the USSR.

The history of the Russian State Library begins with a collection of books, manuscripts, paintings and maps that belonged to the diplomat, chancellor, chairman of the State Council Nikolai Petrovich Rumyantsev (1754–1826). After the death of the count, the collection formed the basis of the Rumyantsev Museum in St. Petersburg, established by personal decree of Emperor Nicholas I on March 22 (April 3), 1828.
