Official Symbols of Presidential Power Established
On August 5, 1996 the President of Russia B.N.Yeltsin signed the Decree «On Official Symbols of Presidential Power and Their Use when a Newly Elected President of the Russian Federation Takes Office».
According to the Decree the symbols of the presidential power are: Standard (flag) of the President of the Russian Federation approved by the Decree of February 15, 1994, the Presidential Sign and a specially made copy of the official text of the Constitution of the Russian Federation.
Standard of the President of the Russian Federation is a square panel of three equal horizontal strips corresponding to colors of the Russian National flag. The panel is bordered with a gold fringe and has a gold image of the State Emblem of the Russian Federation in the centre.
The Presidential sign consists of a sign and a chain. The sign is a symbolic copy of the Order of Merit for the Fatherland of the First degree. It is represented by a gold cross with extending ends with ruby enameled face. In the cross centre there’s an image of the State Emblem of the Russian Federation, and on the reverse side there’s a round medallion with a motto written in circle: «Benefit, Honor and Glory». A laurel wreath connects the sign with the sign chain of gold, silver and enamel. The chain consists of nine links in the form of the State Emblem of Russia and the other eight links - in the form of round rosette with the motto: «Benefit, Honor and Glory». On the reverse side, the links are covered with white enameled plates with engraved in gold letters surname, name, and patronymic of each President of Russia and the date of accession to office.
The special copy of the Constitution of the Russian Federation was made in a single copy in 1996. It is bound with monitor lizard skin of red color. On the cover are plated silver emblem of Russia and a gold inscription «The Constitution of the Russian Federation». By the Presidential Decree of the Russian Federation of May 6, 2000 the special copy of the Constitution lost its status of official symbol of the Presidential power, but it continues to be considered as such by tradition.
The Standard, the Sign and the Special Copy of the text of the Constitution of the Russian Federation are transferred to a newly elected President of the Russian Federation at a ceremony of inauguration of the President of Russia after swearing in oath on the special copy of the text of the Constitution of the Russian Federation.
