For nearly a decade, close cooperation in the field of preservation and enrichment of the country's historical and cultural heritage has been developing between the Presidential Library and the Tyumen Region, celebrating the 74th anniversary of the foundation on August 14, 2018. Governor of the Tyumen region Vladimir Yakushev in 2009 was part of the working group for the establishment of the Presidential Library and its first and to date the only branch in Tyumen, which opened new opportunities for the IT environment of this advanced in terms of scientific, technical and industrial development of the region.

After the opening in autumn 2017 of the centers for remote access to the resources of the Presidential Library on the basis of the Omutinskaya Secondary School  № 2 (Omutinsky Village), the Tyumen Educational Colony (Vinzili Settlement), the Sladkovo Secondary School (Sladkovo Village), all districts of the region were covered by a single network opening the possibility of connecting to the unique electronic repository of the Presidential Library, which collections for today number about 630 thousand units of storage.

Since then, the Presidential Library has been transferred more than three and a half thousand electronic copies of documents from the State Archive of the Tyumen Region and the Tobolsk Archive. Among them, for example, are the documents featuring the demographic state of the territory "Documents on the population census of Tyumen and the county" (1700), according to which by decree of the Siberian governor and archimandrite it was necessary to provide statements "about the yard number and about the townspeople".

At the end of 2017, 14 editions were received from the archives, among them "The Eighteenth Annual Report of the Administrative Committee of the Society for the Poor to Students of the Tobolsk Province" (1883); "Report on the Tobolsk curatorship about folk sobriety" (1902); "Information on the veterinary-sanitary condition of the Tobolsk Gubernia for July, August, September" (1906) and others.

In 2018, the electronic collections of the Presidential Library have been enriched with filings of the regional newspapers “Hammer and Sickle” (1946-1948), “For Communism” (1962-1963), “Leninskaya Pravda” (1980-1986). And now anyone can get an idea of the life of the Tyumen region in different periods of history in any remote electronic reading room of the Presidential Library.

For example, in the regional publication “Hammer and Sickle”, the printed organ of the Ishim city and district committees of the VKP (b), the city and district Council of Working People's Deputies, on January 1, 1948, the editorial "New Year of Labor and Victories" reflects the atmosphere of post-war Tyumen, which restores the economy weakened by a four-year confrontation with the enemy: "The year 1947 was finished - the year of great creative work, the inspired creativity of Soviet people, the second year of the post-war five-year plan. Heavy wounds of war are healed successfully. In all branches of industry, agriculture, transport, and culture, we are confidently moving forward. <...> Our people know that if there were no war waged by fascist Germany, they would now be provided with everything needed better than the population of any state".

The chairman of the Kaganovich collective farm, Y. Niskovskih, reports: "We are planning to build a grain storage facility this year with a capacity of 10,000 centners of grain, we will start building our brick factory, in addition, in each field team we'll build new horse yards".

In January 1963, when Surgut was still a working settlement, the newspaper “Leninskaya Pravda”, the printed organ of the Khanty-Mansi Autonomous Area and the City Committee of the CPSU, the District and City Councils of Workers' Deputies of the Tyumen Region, published a note "An Important Event" stating that Surgut was starting work district Komsomol conference on the progress in the implementation of the decisions of the Fourteenth Congress of the Komsomol and, in connection with it, the tasks of the regional Komsomol organization. And on the last page of the publication the prosecutor Y. Yarmetov warned citizens in the note "The fraudster and his victims": "Nakataev, posing as a fisherman, suggested that citizens buy fish from him and receive money from them in advance. Of course, he did not bring fish".

Bilateral cooperation between the Presidential Library and the Tyumen Region is developing in other areas. Students of the region annually take an active part in the Olympiad of the Presidential Library "Russia in the Electronic World" and traditionally take awards. The Olympiad is held among pupils of final classes of schools, lyceums and gymnasiums annually from September to March and includes three stages, two of which are remote. Winners and prize-awardees of the Olympiad receive preferential treatment upon admission to higher educational institutions of Russia.

In 2016 an educational and outreach center of the Presidential Library was opened in Tyumen. It is the link between the press, society and authority, it serves as a platform for presentations and discussions of social, research, cultural, scientific and other projects. The Center is running on the basis of the D. Mendeleev Tyumen Regional Research Library within the framework of the implementation of the agreement on cooperation between the Presidential Library and the Government of the Tyumen Region, signed on May 23, 2011.
