In 2012 Russia will first host “The Asia-Pacific Economic Cooperation (APEC)” Forum. XXIV annual meeting of the leaders of APEC countries will take place in Vladivostok, 1 – 8 September. To mark the event the Presidential Library has developed a special digital collection including the materials that reflect the relations between the APEC and the Russian Federation which has been a member of the APEC since 1998, as well as the history of international relations in the Pacific Rim.

The core of the collection represent digital copies of official documents, monographs, authors’ abstracts, periodicals, articles, albums, photographs, maps, archival materials. The featured resources cover the main topics of the collection: “Development of the Rim by Russians”, “Multilateral Structures  of the Rim and Russia”, “Relations between Russia and the Countries of the Rim”. Certain documents are of unique nature and have never been accessed by general public before. The initial scope of the materials, to be gradually expanded, numbers over 500 items. All digital documents are accompanied with bibliographic records and descriptive information.

The collection has been developed on the basis of the materials from the Boris Yeltsin Presidential Library’s holdings, the holdings of the Russian State Historical Archives, the Archives of Foreign Policy of the Russian Empire, the Archives of Foreign Policy of the Russian Federation; the Russian APEC Study Center, the Information Technology and Government Executive Bodies’ Systems Center and other organizations. About 30 organizations from 6 constituent territories of the Far-East Federal District have contributed to the preparation of the collection.

Currently, the collection presents the storage units from: The Pacific National University , The Muravyov-Amursky Regional Scientific Library , The Far Eastern State Research Library , The Kamchatka Regional Science Library , The Far Eastern State Transport University , The Birobidzhan Regional Scientific Library of Sholem Aleichem , The Far Eastern State Humanitarian University , The Magadan Regional Universal Scientific Library of Pushkin , The Sakhalin Regional Local Museum.

In the Far-East Federal District the project was coordinated by the Pacific National University.

Acerca de la colección

En 2012 Rusia va a recibir, por primera vez, del foro «Cooperación Económica de Asia-Pacífico» (APEC). El XXIV Reunión Anual de los líderes de la APEC tendrá lugar en Vladivostok desde 1 hasta 8 de septiembre. Para este acontecimiento la Biblioteca Presidencial ha preparado una colección digital especial, que se compone de materiales que reflejan las interrelaciones entre la APEC y la Federación de Rusia, la cual es miembro del APEC desde 1998, y la historia de las relaciones internacionales en la región del Asia-Pacífico.

La base de la colección consiste de copias digitales de documentos oficiales, monografías, resúmenes, publicaciones periódicas, artículos, álbumes, fotografías, mapas, materiales de archivo. Los recursos presentados revelan los temas principales de la colección, como «Colonización y desarrollo de la región por los rusos», «Estructuras regionales multipaises y Rusia», «Relaciones de Rusia con los países de la región». Algunos documentos son únicos y nunca antes se habían puesto a disposición del público. El volumen inicial de la colección, que va a aumentarse consecutivamente, consta de más de 500 unidades de inventario. Todos los documentos ofrecidos en formato electrónico van acompañados de notas bibliográficas y de información descriptiva.

Para formar la colección se reunieron materiales de los fondos propios de la Biblioteca Presidencial B.N. Yeltsin, del Archivo Estatal de la Federación Rusa, del Archivo de política exterior del Imperio Ruso, del Centro ruso de investigación de la APEC, del Centro de tecnologías de información y de sistemas de las agencias ejecutivas (CTIyS) y de otras organizaciones. En la preparación de la colección una participación activa tomaron cerca de 30 organizaciones de 6 Regiones administrativas del Distrito Federal del Lejano Oriente. El coordinador del proyecto por el Distrito Federal del Lejano Oriente fue la Universidad Estatal del Pacífico.

关于馆藏

俄罗斯将2012年第一次参加亚洲太平洋经济合作组织论坛 （亚太经合组织）。第24届亚太经合组织国家领导人峰会于9月1-8日在符拉迪沃斯托克举行。针对于该会议总统图书馆准备了专门的数字馆藏，其中包括了反映亚太经合组织与1998年加入改组织的俄罗斯联邦之间相互关系的材料，以及亚太地区国际关系历史的材料。

馆藏主要是由官方文件，书籍，摘要，期刊，文章，相册，照片，地图，档案材料的数字副本组成的。主要的主题集为《俄罗斯人地区开发》，《多方地区结构与俄罗斯》，《俄罗斯与该区域国家的关系》。有一些文件之前从未向公众公开提供过，为独一无二的。最初的馆藏数超过500件，还将持续补充。所有电子档文件伴随有图书登记及描述性信息。

该馆藏材料来自叶利钦总统图书馆，俄罗斯国家档案室，俄罗斯帝国对外政治档案室，俄罗斯亚太经合组织研究中心，信息技术和执行结构系统中心及其他机构。来自远东联帮管区6个地区的30多个组织积极参与了馆藏 准备工作。该项目的远东联帮管区调配机构为太平洋国立大学。

コレクションについて

2012年には、ロシアで初めてアジア太平洋経済協力（APEC）加盟国が参加するフォーラムが開催される。第24回APEC首脳会議が本年9月1日・8日にウラジオストク市で行われる。APEC2012 開催準備の一環として大統領図書館は、1998年に加入したロシア連邦とAPECの協力関係及びアジア太平洋地域における国際関係の歴史を中心とした資料をデジタル化して特別コレクションを形成した。

当コレクションは、公文書、モノグラフ、論文、定期刊行物、記事、アルバム、写真、地図、古文書などのデジタル化資料が入っているものである。収集された資料の主なテーマは、｢ロシア人による地域開発｣、｢多地域共同体とロシア｣、｢アジア太平洋地域の国々とロシアの関係｣である。この資料中の幾つかは、今まで一般公開されたことがないユニークなものである。現時点では、コレクションは500点からなっているが、今後も点数を増加させる予定である。各デジタル化資料に解題と内容記述が付いている。

コレクション形成のために電子化された資料は、エリツィン元大統領の名を冠した図書館、ロシア連邦国立文書保管所、ロシア帝国外交文書館、ロシアAPEC研究センター、執行機関のための情報技術・システム研究センターやその他の施設が提供したものである。コレクション形成には、極東連邦管区の6の連邦構成主体の約30施設が大きく貢献したのである。極東連邦管区における活動統括責任者となっていたのは太平洋国立大学である。

컬렉션 소개

2012년에 러시아는 처음으로 아시아태평양경제협력체(APEC) 포럼 참가국들을 받아들이게 된다. APEC 국가의 수반들이 매년 갖는 모임으로서 스물네 번째 모임이 블라디보스토크에서 9월 1~8일에 진행될 것이다. 이 행사에 즈음하여 대통령도서관은 특별 디지털 컬렉션을 준비했다. 이 컬렉션은 APEC와 러시아연방의 상호 관계( 러시아연방은 1998년에 APEC 회원국이 되었다. ) 및 아태지역 국제 관계의 역사에 대한 자료를 담고 있다.

공식 문서, 논문, 정기간행물, 논문 초록, 기사, 사진, 지도, 고문서의 디지털 카피가 이 컬렉션의 주요부를 구성한다. ‘러시아의 지역 개발’, ‘지역다자협력체제와 러시아’, ‘러시아와 아태지역 국가들의 관계’라는 기본 주제들별로자료가 전시되어 있다. 이전에 대중에 공개된 적이 없는 희귀 문서들도 있다. 현재 컬렉션을 구성하는 전시물들은 500점을 상회하며, 앞으로 계속 양적 성장을 할 것으로 보인다. 전자 양식으로 전시된 문서들에 서지기록 및 해설이 붙여져 있다.

이 컬렉션을 조성하기 위하여, B. N. 옐친 기념 대통령도서관, 러시아연방 국립 고문서 보관소, 러시아제국 대외 정치 고문서 보관소, 러시아 APEC 연구 센터, 정보 기술 및 행정 기관시스템 연구 센터, 여타 기관들로부터의 자료가 사용되었다. 이 컬렉션을 준비하는 데에 극동연방관구의 6개 행정 지역에 있는 약 30개의 기관이 참여하였다. 태평양국립대학교가 극동연방관구를 대표하여 본 프로젝트를 진행시켰다.
